About this file
This document is a Questions and Answers (Q&A) file for a VA Request for Lease Proposal (RLP) for a medical clinic in St. Thomas. The VA intends to find a new facility that provides exceptional care to veterans, with plans to have a new lease in place by October 1, 2026. The current clinic management (PCS) will continue to operate until their contract expires, and the VA seeks to ensure continuity and quality of care for the veteran community.
Key details include the requirement for lessors to submit current, verified information for the procurement, with specific document requirements outlined in sections 3.03 and 3.06 of the RLP. The lessor's annual cost statement will be used to estimate projected operating costs and establish a base year for future adjustments. Potential lessors can request a deviation on the GSA Form 1364 for VA-paid utilities, and must understand that each RLP is a new procurement that requires up-to-date information to maintain procurement integrity.
