About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 seeks a lessor for a primary care annex facility in the Saginaw-Auburn, Michigan area, with proposals due July 30, 2026, at 12:00 PM local time. This is a real property lease procurement with no set-aside; Amendment No. 1 was issued July 15, 2026, clarifying 28 pre-proposal conference questions and answers.
The VA requires 25,000 net usable square feet (not to exceed 27,000 rentable square feet) of contiguous clinical space in a modern quality building with permanent facade, located in Auburn, MI 48611. The space must include 24 primary care exam rooms, specialty areas for women's health, mental health, telehealth, and laboratory services, plus administrative and storage spaces per the provided floor plan. The lessor must provide 15 handicap/ADA parking spots and 150 surface parking spaces reserved exclusively for government use. Place of performance is Auburn, Michigan.
The lessor bears all costs for shell rent, tenant improvements (TI), building-specific amortized capital (BSAC), operating costs including janitorial services (daily, weekly, monthly, quarterly, semi-annually, and annually), utilities, maintenance, snow removal, landscaping, and security systems as part of rental consideration. HVAC systems must comply with ASHRAE 170 standards with real-time monitoring, quarterly third-party test and balance reports, and dedicated humidification. Emergency generator capability must power the entire clinic. Construction completion is required within 180 working days of Notice to Proceed. Liquidated damages of $1,000 per calendar day apply for delays beyond completion date. The lease term shall not exceed 20 years inclusive of renewal options, with target commencement December 2027 or upon space acceptance.
The facility must comply with NFPA 101 (Life Safety Code) and NFPA 99 (Healthcare Facilities Code), Centers for Medicare & Medicaid Services (CMS) and Joint Commission requirements, Facility Guidelines Institute Design and Construction standards, ICC/ANSI A117.1 accessibility standards, Architectural Barriers Act Accessibility Standards (ABAAS), ENERGY STAR guidelines, Green Globes Version 1.15, ADA Accessibility Standards, and Facility Security Level II requirements. Davis-Bacon wage determination WD MI20250077 (January 2, 2026) applies to construction labor. All janitorial staff must receive annual HIPAA/Privacy training documentation.
Evaluation uses best value tradeoff methodology with five factors: Technical Capability (space layout, flexibility, efficiency, building quality, location—rated significantly more important than price); Operations and Maintenance Plan and Project Management Plan; Past Performance (evaluated via questionnaire submitted to Lisa Newlin by July 27, 2026, at 12:00 PM local time); Socio-Economic Status/Veterans Involvement (SDVOSB/VOSB, with full credit for certified SDVOSBs and partial credit for VOSBs); and Price (rated fifth, least important). Proposals must include GSA Form 1364 with itemized pricing (shell rental, TI rate, BSAC rate, operating costs, parking costs per ABOA and RSF), GSA Form 1217 (Lessor's Annual Cost Statement), Security Unit Price List, Tenant Improvements Cost Summary (TICS), Design Intent Drawings, site plans, zoning compliance documentation, Phase I Environmental Site Assessment, Fire Protection and Life Safety evaluation (GSA Form 12000), ENERGY STAR certification or equivalent, and evidence of adequate financing. Offerors may submit maximum of three references. Proposals should be submitted via email to Lisa.Newlin@va.gov or Lee.Grant@va.gov, or by mail to 8888 Keystone Crossing, Suite 325, Indianapolis, IN 46240. The NAICS code is 531120; PSC code is X1AA.
