Questions and Answers - Issued 07/15/2026

# Interest Party Questions Department of Veterans Affairs

Responses 1 Would it be possible to get the floorplan for the Saginaw procurement in a CAD file ANS: Yes

RLP Section 4.03 Factor 3 - Item A states “Offerors shall provide a maximum of 3 references.” RLP Section 4.03 Factor 3 - Item B states “Offerors shall provide a maximum of 5 references.”

ANS: “Offerors shall provide a maximum of 3 references.”

Can the agency clarify that the offeror is able to design off the rooming list on page 19 of the ASR? If not, can the agency clarify the square footage amounts on the conceptual floor plan showing a scaled plan with each room’s size shown?

ANS: Yes, the room list on padce 19, also all the rooms required are listed on Schedule B. Use the CAD file as reference.

Can the agency clarify if an emergency generator is required for this project? The Schedule B states that the Emergency Generator should have capability to power the entire clinic. Please clarify whether the intent is truly to have every receptacle supported by the standby generator for the 48 hour runtime listed in section 4.6.1.

This is an expensive feature for a small clinic that does not provide emergency services. If it is not required to support all

ANS: Yes, This is included in the ASRs Exhibit B

Can the agency clarify the distance that is required to be considered “within the immediate vicinity”? Will the agency accept an on demand option to satisfy this requirement, instead of a running fixed route service?

ANS: On demand will qualify for public transportation

Can the agency clarify if an Phase I Environmental Site Assessment is required at the time of submittal? If required, these Assessments take some time, if the Phase I ESA is not completed at the time of submittal, is a commitment to have one performed if awarded sufficient?

ANS: This is a question for the Contracting Officer. If awarded it would need to be submitted before the final bid docs.

6 Can the agency clarify if the TICS and SUPL are required at the time of submission? ANS: Yes, Initial TICS Table need to be submitted

Exhibit B.1 ASR paragraph 5.11.9.a Please confirm whether Automatic Sliding Entrance doors are acceptable in lieu of Swing Doors with operators. ANS: Yes, automatic sliding doors are prefered.

Exhibit B.1 ASR paragraph 7.01 Please clarify whether the requested Mailbox is intended to be in interior mailbox or exterior post-mounted mailbox.

ANS: The mailbox should be exterior post-mounted and this should be worked out with the post master.

RLP paragraph 4.05 Evaluation Factor 2 Please clarify what type of Loading Dock or receiving area is desired? We typically do not see full loading docks on this scale of a clinic.

ANS: Loading doc is not required.

Exhibit B.1 ASR paragraph 5.50 Please confirm that acceptable window coverings must be roller-shades to achieve the "black-out" requirement listed.

ANS: Black-out is required for any patient care rooms with windows. Typically all windows except waiting rooms would be black out.

11 Exhibit C Security Requirements Please confirm that no perimeter fence is required. ANS: No 12 Exhibit B.2 Program for Design The Program for Design includes a Fitness Room.

Please confirm no Shower Room is required, as we do not see one in the Program for Design.

ANS: Fitness Room and shower are not required.

L100 paragraph 4.01 The proposed schedule in section 4.01 of the L100 indicates 30 Working Days after NTP to submit the DID set. It does not list the total Working Days for issuing the Construction Documents. Please clarify. The proposed schedule in section 4.01 of the L100 indicates 180 days for completion of the space after the construction NTP. It is unlikely that any new space can be constructed within 180 days of an NTP. However, the VA's conceptual floor plan provided in the ASR would indicate a desire for a new building that can meet all the spatial relationships shown.

Will the VA entertain alternative schedule approaches that are more reasonable for a new building to be completed?

ANS: The Lease L100 is a template will be completed when awarded is made, all dates, times and other information will be completed then also.

14 Exhibit B.1 ASR paragraph 5.39 Exhibit B.1, Section 5.39 states: “Each room shall have its own thermostat and temperature control.”A strict interpretation would require a dedicated terminal unit per room, which is not typical for outpatient clinic layouts and would result in unnecessary first cost, controls complexity, and long-term maintenance burden.Request: Per the 2024 VA HVAC Design Manual Section 2.2.5, rooms with similar loads and occupancy may be grouped — up to four perimeter or six interior rooms — under a single terminal unit. Please confirm that zoning in accordance with this guidance satisfies the intent of Exhibit B.1, Section 5.39.

ANS: Reference the 2024 VA HVAC Design Manual

15 RLP - Section 1.04 Can you define the distance required when the VA states something should not be in "close proximity" to something. Eg, in section 1.04 of the RLP, it states that Offered Space must not be located within "close proximity" to incompatible uses such as a liquor stores, train tracks, etc. What minimum distance should we use from these 'incompatible uses'? Is 500 feet distance sufficient?

ANS: 1/4 mile (for Contracting Officer to verify)

16 Is the building required to be either LEED or Green Globes certified? ANS: No

RLP - Section 3.06 At what point in the bid review/award process does the VA anticipate conducting DID Workshops? Will all offerors be invited to participate, or only a select number of Offerors that meet certain requirements?

ANS: The DIDS will occur after the RLP submission date. All offerors will have the opportunity to participate in the DIDS. If a property was not submitted during the market survey phase and is later deemed acceptable, that property will require a physical tour prior to further consideration

RLP - Section 3.05 Does the VA anticipate paying Tenant Improvement reimbursements as Lump Sum or rather, will it be amortized over the firm term of the lease and pay as part of the monthly rent? How should the T.I. amount be displayed on the 1364 (amort or lump sum)?

ANS: VA anticipate paying Tenant Improvement as a Lump Sum Payment, but reserves the right to amortized the costs also. Please insert the amortized interest rate you would charge the VA in the 1364.

19 ASR - Schedule B PACS - Is there a preferred Vendor that is required to tie into the Saginaw VAMC main system? Can you pls provide specs on what is required in order to tie into that system.?

ANS: Siemens is the vendor.

20 Are you using "NUSF" interchangeably with "ABOA SF"? ANS: That would be a question for the Contracting Officer.

21 What is your size limit on emails? ANS: 40mb 22 Can you please provide the "New Construction Exhibit," as referenced in the table in

Section 3.01 of the RLP? ANS: it is not required

23 Is the VA's intention to require two janitorial staff members - one non-supervisor and one supervisor - to be on site consistently from 7:00 AM-8:00 PM Monday - Friday plus Saturday mornings? Will the VA please acknowledge this will increase operating expenses significantly, as this will mean a minimum of four staff members on site for approximately 70 hours each week? Would the VA accept an off-site supervisor performing periodic quality control inspections as an acceptable alternative?

ANS: It is the Lessors responsibility to staff for cleaning the buidling. Janitorial Staff would not be required on site consistently. Yes, quality control will be required.

Is the Lessor responsible for providing a phone line (or two) for communication with the security system and/or FPLS equipment? If so, should the cost for this phone line(s) be included as an operating expense? Would the government accept a different type of communication for the security system or fire monitoring equipment?

ANS: Yes, Lessor is responsible for the phone lines; Securty System - phone line, Fire Monitoring - cell dialer.

25 Is the Lessor responsible for providing cable television for waiting areas, staff break room or any other areas? If so, should the cost for this service included as an operating expense? Please provide an exact number of cable television sets the Lessor is required to operate so this can be priced out and included in the proposed operating rate.

ANS: No, cable television is not required.

26 Can you please clarify the total required parking count? RLP Section 1.02.C implies 165 spaces, while ASR Section 4.1.1.2 states 150 cars but provides a breakdown that does not add up. A precise final number is needed to ensure site plan compliance and accurate pricing."

ANS: The VA would require 165 parking spaces.

27 Extenstion of 3 weeks. ANS: No not at this time.

28 If your property was not provided to the VA for market research sources sought notice, what needs to be done.

ANS: Please provide address and request that property be toured, to see it is acceptable to the VA.

Which column should prevail in the event of discrepancies ANS: The Floorplan
