About this file
This is an Agency Specific Requirements (ASR) document for a leased Primary Care Clinic at the Aleda E. Lutz VA Medical Center in Saginaw, Michigan, under RLP 36C25025R0016. The Department of Veterans Affairs seeks 25,000 net usable square feet (not to exceed 27,000 rentable square feet) of contiguous clinical space for a primary care clinic. The lessor must provide a fully serviced lease following GSA Global Lease or Simplified Lease standards, with a period of performance estimated at 360 calendar days from construction drawings completion. The project requires complete site preparation, demolition of existing structures, and construction of clinical facilities compliant with all applicable building codes, Joint Commission standards, and NFPA requirements.
The ASR specifies comprehensive scope requirements including architectural, mechanical, plumbing, electrical, and low-voltage systems. The facility must accommodate Patient Aligned Care Team (PACT) clinics with 24 primary care exam rooms, specialty areas including women's health, mental health, telehealth, and laboratory services, plus supporting administrative and storage spaces detailed in Schedule B. The lessor is responsible for all janitorial services, building maintenance, pest control, and grounds management, with specified cleaning frequencies (daily, weekly, monthly, quarterly, semi-annually, and annually) using EPA-registered germicides and environmentally-conscious products. Critical HVAC requirements include compliance with ASHRAE 170 standards, real-time monitoring of room pressurization and environmental conditions, dedicated humidification systems, and quarterly third-party certified test and balance reports. Additional lessor obligations include providing all utilities to government-furnished equipment, maintaining security systems tied to the main Saginaw VAMC facility, emergency generator capability for the entire clinic, quarterly landscaping and maintenance services, and annual HIPAA/Privacy training documentation for all janitorial staff.
