About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration is seeking to lease approximately 4,347 net usable square feet of medical office and related space in Miami, Florida for use as a Vet Center. The solicitation requires an existing building located outside the 100-year floodplain with a minimum of 20 exclusive parking spaces, modern conveniences, and ready for occupancy by June 1, 2024. Interested offerors must submit comprehensive documentation including design intent drawings, zoning compliance, parking plans, and evidence of Service-Disabled Veteran-Owned Small Business (SDVOSB) status. The VA will evaluate proposals using a best value tradeoff process, considering three primary factors: Technical Requirements (with 11 sub-factors), Past Performance, and Price. Proposals must be submitted electronically by 3:00 PM ET on May 19, 2025, to Contracting Officer Javier Correa-Ochoa.
The solicitation does not include a specific set-aside for small businesses, though SDVOSB participation is encouraged. The lease will have an initial term of up to 20 years, with the VA limited by law to pay no more than the appraised fair rental value for the space. The geographic boundaries for the property are defined as North: State Road 932, South: SW 8th St, East: I-95, and West: Ronald Reagan Turnpike. Offerors must provide detailed documentation proving their ability to meet all requirements, including flood plain status, parking availability, and contractor capabilities. The place of performance is Miami-Dade County, Florida, specifically within the specified geographic boundaries. A market survey of offered properties will be conducted, but the VA reserves the right to not award a lease based on the responses received.
