About this opportunity

The Bureau of Reclamation is soliciting proposals for rockfall risk mitigation services at federal water retention facilities throughout Wyoming and Montana under a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract (Solicitation 140R6026R0002). The scope of work encompasses inspection, reporting, cleaning, scaling, and installation of permanent rockfall mitigation systems including rock bolts, steel wire mesh, stainless steel cable, and rockfall barrier systems at specified dams including Seminoe Dam, Kortes Dam, Glendo Dam, Guernsey Dam, Buffalo Bill Dam, Yellowtail Dam, and Canyon Ferry Dam. Contractors must provide fully burdened crew hours for four-person rope access teams consisting of three Level I or II certified SPRAT or IRATA technicians and one Level III supervisor, along with all materials, equipment, and technical services. Proposals will be evaluated on three factors: technical approach and safety plan (Factor 1), past performance (Factor 2), and price reasonableness (Factor 3), with Factors 1 and 2 combined considered approximately equal in weight to Factor 3. The proposal submission deadline is April 29, 2026 at 5:00 p.m. MDT, with questions required to be submitted by March 26, 2026 at 5:00 p.m. EDT, and a pre-award site visit offered on April 8, 2026 at 1 p.m. MDT at Guernsey State Park in Wyoming.

This solicitation is designated as a Total Small Business set-aside. The government anticipates awarding the contract to up to three vendors, each receiving a minimum guarantee of $5,000 with a maximum ordering quantity of $20,000,000 over the five-year performance period from June 1, 2026 through May 31, 2031. No current incumbent contractors are identified in the solicitation materials. The contract includes a seed task order for Guernsey Dam North Spillway rockfall removal and mitigation that will be evaluated concurrently with base IDIQ pricing. Contractors must submit fully completed pricing schedules using provided Microsoft Excel templates covering five annual periods (2026-2030) plus the seed task order, with all unit prices representing maximum values for any task orders issued during respective ordering periods. Performance will take place at federal water retention facilities in Wyoming and Montana, with the government delivery location designated as the Wyoming Area Office, PO Box 1630, Mills, Wyoming 82644. Contractors must comply with Davis-Bacon wage determinations, maintain performance and payment bonds at 100 percent of contract value, and satisfy comprehensive insurance, safety, and federal acquisition regulation requirements.
