About this file

This file is a compilation of Questions and Answers (Q&A) from a site visit and post-visit clarifications related to the WY MT Rockfall Risk Mitigation IDIQ 2026 solicitation (140R6026R0002). The document addresses technical and logistical questions posed by potential contractors regarding a rockfall mitigation project at Guernsey State Park Dam in Wyoming, focusing on the north spillway slope stabilization work scheduled between October and February 2026.

Key technical requirements and clarifications include: equipment weight restrictions (maximum 7,000 lbs for spillway placement, maximum 12 tons for bridge crossing); prohibition on equipment placement on concrete canal walls; anchor installation limitations (holes must be less than 4 inches diameter); spillway depth of 61 feet; and material specifications allowing galvanized or stainless steel cables with matching corrosion resistance (95% Zinc and 5% Aluminum compound). The government will provide a disposal site location, seed mix design, and designated staging boundaries post-award. Contractors may use the boat ramp parking area, south spillway staging area, and north parking lot for equipment storage, with specific restrictions on heavy equipment at the active work zone above the spillway. Work scope limitations clarify that only the north spillway rock face requires treatment; the south side is excluded. The government has not conducted geotechnical surveys, and SHPO cultural review approvals will be required post-award. Contract start date flexibility is limited, with the government not anticipating adjustments despite long lead times for materials. Shotcrete remains an available option despite not being the preferred treatment method.

RFIQuestions during Site visitAnswers to provide in Amend:
Start date of the seed task order is a big question:The work has to be preformed between October and February. Whether the contractor can start Oct 2026 will depend on how fast the contract is awarded AND how fast the State Historic Preservation Office (SHPO) approvals occur post-award.
Has the Government done Geoteching of the area? No.
NEPA permitsThe environmental aspects of NEPA permitting are all drafted. Once an awardee is picked, a cultural review will have to be conducted on the proposed work, by SHPO. Things they will consider include color of netting and such. As a historical site, efforts will need to be made to keep existing aesthetics.
The load capacity of the bridge over the spill way, in order to get to the north side staging area?Load capacity shall be no more than 12 tons.
How heavy of equipment can be placed in the bottom of the spill way. (in the event a contractor wants to put a skid steer or something like that down there for clean up).Equipment can not me more than 7,000 lbs exclusive of the load being carried.
What is the weight capacity on the concrete canal walls? No equipment can be placed on the concrete canal walls.
Is the thickness at the top of the canal walls the same thickness on both sides? Can you mount stuff from the walls?According to relevant drawings, the thickness of the walls at the top is similar on both sides. The contractor cannot mount stuff on the canal walls.
Can additional anchors be added to the north side above the fence line?Yes - if the holes are less than 4" diameter. Any bigger would require special approvals.
What are FAA requirements if helicopter needed?BOR permits helicopter use around the dams. There may be FAA requirements for Camp of Guernsey - national guard, that the contractor will have to look into and consider.
Is there a Disposal site?Next amendment to include disposal site address and provide location map
Can the southside be used for staging? Can a crane be used from there?Yes.
What is behind canal concrete walls? Is there empty space? The majority of the canal walls are dirt with a few drainage features (i.e., manholes, culvert, gallery (room)) throughout. Precise locations of drainage feature is Controlled Unclassified Information and will be presented to the awardee.
How should boulders that fall into the spillway be removed? It is up to the Contractor to determine how to remove boulders and debris that fall into the spillway except that they cannot be flushed out.
How tall is shaft/Cylinder next to the power plant, in order to gauge depth of spillwayThe depth of the spillway is 61 ft according to relavant drawings.
Giving preference to those who attended the site visit? No.
Who are the expert reviewers?Section L of the solicitation package, L.8 discusses the use of a TPEC team for evaluation.
What are the certification requirements for onsite Labor categories?Certification requirements for onsite labor categories are listed in the solicitation and/or the solicitation amendments.
Questions sent after Site visit:Answers to provide in Amend:
As we attended the pre-job bid walk- we noticed that there was a fence located above the spillway directly above the area to receive the work and wondered if this can be removed during construction?See the Statement of Work as to the contractor's responsibilities for the inner degraded fense. The outer fence can be opened by the contractor during work and subsequently closed after the work is complete.
Could the fence be removed permanently, as it appears there is additionally another fence further upslope?See the Statement of Work as to the contractor's responsibilities for the inner degraded fense. The outer fence can be opened by the contractor during work and subsequently closed after the work is complete.
There was a lower area adjacent to the spillway (pull off space from main road), would this location be usable for equipment as long as there where set parameters to the encroachment to the spillway?Yes - Access to the area south of the spillway will be made available for staging and construction activities; however, it will be limited to designated boundaries as defined by the Government after award. The entire area may not be available for staging and construction activities.
Could a minor access road be established up to the fence and then returned to near original condition, if necessary? The contractor may drive to/from the fence in order perform work, but will not be allowed to scrape/drag or otherwise establish a roadway to/from the fence that results in permanent degredation of that pathway. The govenrment may limit transpostation to/from the fence in the event the ground conditions become severely degraded.
Rockfall Solicitations page 165 states "...Relocate fence. Steady backward erosion at the top of the slope is undermining a chain link fence. The fence should be relocated away from the top edge of the slope before it falls into the spillway. A fence will be needed keep the public away from the steep side slope, slide, and the left wall of the north spillway. Question: It was mentioned during site visit that the lower fence would have to be removed. Will the lower fence be removed and staged for customer later use or will it be reinstalled at another location on the slope?Lower degrading fence is to be removed and disposed of by contractor.
Will the government provide a location for the permanent staging or disposal of rock/dirt/debris from the spillway slope? The government will provide a location for permanent staging and disposal of rock/dirt/debris from the spillway slope after award of the Task Order, but the precise location has not been determined at this time.
Will vaulted toilets on the South Side of the Dam be available for contractor useThe State parks Department can not gaureentee those restrooms to open that time of year or serviced.
Will the contractor be able to use the boat ramp parking and bathroom area for a lay down yard for equipment and material storage (Location 42.29335420722597, -104.76579987824495)Yes
Can the contractor use the hill above the spillway for an active work zone (Location 42.29136386472434, -104.76468640557843)Trailors and heavy construction equipment are not allowed to be staged at this location. However, this location may be used to drop materials (rebar, netting, cabling) and daily-use equipment (wagon wheel drill, rope/climbing equipment, and generators).
Will the government provide a seed mix design that relates to the zone above the spillway and the chain link fence.Government will provide a seed mix design applicable to the Guernsey State Park project area, including the zone above the spillway and along the chain link fence. The mix will be selected to align with site-specific conditions and project requirements.
Are there any weight limitations for placing equipment in the spillway.Nothing greater than 7,000 lbs.
Will the contractor have access to the area for staging or work use south of the spillway (Location 42.29061495000122, -104.76379187316226)Access to the area south of the spillway will be made available for staging and construction activities; however, it will be limited to designated boundaries as defined by the Government after award.
Page 168 bullet point four states. “Shotcrete Application: A steel mesh overlay, scaling, and rock bolts will not eliminate continued weathering of the rock exposure over time. However, shotcrete is not the best option for treating the North Spillway slide area.” Questions: It is the governments intent to delete or remove shotcrete pricing or application for this seed Task Order from price schedule 6It is not the Government’s intent to delete or remove shotcrete pricing or application from Price Schedule 6 for this Seed Task Order. While shotcrete is not identified as the preferred treatment for the North Spillway slide area, it remains an available option that may be proposed by the Contractor if believe the conditions warrant use of Shotcrete.
Will the customer allow for the contractor to use a ½” diameter cable that meets the 22,000 lbs break strength and the same corrosion resistance that the 3MM and 4MM steel wire mesh are required to use (Corrosion protection shall be made of 95% Zn and 5% Al compound.). Instead of stainless-steel cable.Appendix A has been revised to include galvanized cabling as an option.
If stainless-steel cable is a hard requirement, will the government pay for the price increase of materials from time of bid to time of award/order.Appendix A has been revised to include galvanized cabling as an option.
Stainless steel cable will have a long lead time. Will the government move the start date of the contract based on industry production and long lead times for stainless steel cable materialWhile we recognize that stainless steel cable may involve longer lead times, the government does not anticipate adjusting the contract start date. Offerors should incorporate these considerations into their project planning and scheduling.
Could you clarify whether the intent is for all wire rope on the project to be stainless steel, including perimeter cables associated with the mesh systems, or whether galvanised wire rope remains permissible for use with such systems? We won’t limit or restrict the materials. The materials used need to be galvanically compatible, so stainless with stainless or galvanized with galvanized.
Could you also confirm whether perimeter cable for the mesh systems is claimable under pay item 1-5, or whether that item is intended for rock strapping only, with the perimeter cable cost to be included within the mesh SF price? We are not super concerned about whether the perimeter cable around the mesh is included in the mesh SF price. I would think it just needs to be included in the overall price, so whatever fits best for the contractor.
Clarifications From Site visit:
Staging area: Parking lot on north side can be used for staging. Contractors will be allowed to drive on the dirt, up the hill, in order to get equipment, supplies, etc. to the site, but limiting vehicle traffic on the dirt hillside is expected.
The work to be preformed is only the rock face on the north side of the spill way. The south side, behind the power plant is not part of this contract.
There will be no traffic control requirements, other than minor stop and go as needed across spillway. Visitor traffic is minimal between Oct and Feb months
There has been no previous rockfall work on the since it was built in 1927. There are no KNOWN hidden logs. It is a possibility that there are unknown logs placed in the 1920s
