About this file

This file is a Request for Information (RFI) Q&A document containing 25 questions and answers from a contractor site visit for the WY MT Rockfall Risk Mitigation IDIQ 2026 solicitation.

The RFI clarifies critical technical and contractual requirements for the Indefinite Delivery/Indefinite Quantity (IDIQ) contract issued by the Department of the Interior Bureau of Reclamation. Key clarifications include: Davis-Bacon labor classifications will use "Laborers (Group 3)" for SPRAT/IRATA rope access technicians and supervisors with no separate wage rate determination accepted; performance and payment bonds are required at the task order level for contracts exceeding $150,000 per FAR 28.102-1(a); contractors may quote equivalent items for 3mm mesh as brand name or equal; contractors may mark both Wyoming and Montana on price schedules to be considered for awards in each state; equipment rental quantities represent 30 days (adjustable by contractor); shotcrete should be priced in cubic yards with contractor-proposed thickness; crew rates are evaluated on a crew-hour basis requiring a minimum of four rope access technicians on site; scaled debris removal and traffic management are priced separately per task order; work timing will be specified at the task order level; contractors propose material quantities, hole diameters, anchor lengths, rockfall barrier systems, shotcrete specifications, and steel fiber dosages in their Statements of Work; perimeter cable is required on 3mm mesh; stainless steel cable is mandated for corrosion protection; all anchors and rock bolts must be installed in single-stage grouting; and anchor testing quantities are contractor-proposed during the design process. The document references updated Price Schedules 1-6 and the current solicitation document dated April 6, 2026.

RFI numberDocumentQuestionAnswer
GeneralWhat specific Davis-Bacon labor classifications are intended to apply to SPRAT/IRATA rope access technicians and supervisors? The "Laborers (Group 3)" labor classification is intended to apply to SPRAT/IRATA rope access technicians and supervisors based on the tasks of Drill Doctor and grouting.
GeneralWill conformances be required or accepted for rope access technician classifications where existing wage determinations do not clearly align with this type of work? The "Laborers (Group 3)" labor classification is intended to apply to SPRAT/IRATA rope access technicians and supervisors based on the tasks of Drill Doctor and grouting. The government does not intend to require or accept a separate wage rate determination for a Rope Access Technician.
GeneralHow does the Government intend to ensure consistency in labor classification among offerors, given the specialized nature of the required certifications and work methods? The "Laborers (Group 3)" labor classification is intended to apply to SPRAT/IRATA rope access technicians and supervisors based on the tasks of Drill Doctor and grouting. The government does not intend to require or accept a separate wage rate determination for a Rope Access Technician. The government will evaluate the Rope Access Technician wage rate at the Laborer (Group 3) rate specified in the solicitation.
GeneralAre performance and payment bonds required at the IDIQ contract level or at the individual task order level?Bonds are at the Task Order Level and in accordance with FAR 28.102-1 (a) which states that Bonds are to be provided "for any construction contract exceeding $150,000."
GeneralIf bonding is required at the task order level, what thresholds will trigger bonding requirements?Bonds are at the Task Order Level and in accordance with FAR 28.102-1 (a) which states that Bonds are to be provided "for any construction contract exceeding $150,000."
GeneralAre vendors allowed to quote equivalent items for 3mm" mesh? Please see updates to the Price Schedules 1-6 and notes on Page 10 (of 253) of the solicitation regarding treating 3mm" Mesh as a Brand Name item.
Attachment 6 - InstructionsIs it possible to mark X in both states on the price schedule document, in order to receive an award for both states?Yes, the contractor may mark "X" in both states in order to be considered for award for Task Orders issued for each state.
Attachment 6 - Price Schedule 6For the equipment rental is the quantity intended to represent 30 pieces of equipment or intended to be 30 days? Is this item intended to include all plant and equipment needed to complete the task order? The quantity is intended to represent 30 days of equipment rental. The contractor may adjust their quoted number of days based on the need of the effort. The 'Unit of Measure" for Attachment 6 has been revised to reflect this answer.
Attachment 1 and Attachment 6Is the unit for shotcrete SF/IN or CY? The price schedules say SF/IN but the method of measure says CY. CY would be preferred. Is there a specified shotcrete thickness?See updated Attachment 6. The contractor should propose a shotcrete thickness that meets their proposed requirements.
Attachment 1 and Attachment 6Is the Crew Rate measured per man hour as per the method of measure, or crew hour as per attachment 6, price schedules? The government will evaluate proposals as "Crew hours" as the government requires a minimum of four (4) Rope Access Technicians to be on site when work is performed. See updated Attachment 6.
Attachment 6 - Price Schedule 6Would costs for items such as scaled debris removal/ dumping and traffic management be priced separately on a task order by task order basis? Or should they be included in the crew rate?Scaled debris removal and traffic management will be priced separately on a Task Order basis.
Attachment 6 - Price Schedule 6Is labor time required for mobilization paid using the crew rate or should this be included in the other direct costs section?See updated Attachment 6. Payment will be made in accordance with WBR 1452.232-81 ALT II and WBR 1452.236-85.
Attachment 1Can we assume all works under the IDIQ would be performed during day time? The time permitted for work will be specified at the Task Order level. See Section 3.1 of the Seed Task Order Attachment 7.
Attachment 6 - Price Schedule 6How have the material quantities been estimated for TO1? E.g. the 40000 SF on mesh. Has any wastage been allowed for?The government issued Task Order 1 via a Performance Work Statement where the contractor's are requested to respond by proposing a Statement of Work. The Contractor is permitted to propose the material quantities in each Task Order as they deem necessary.
Attachment 7Is scaled debris able to be dropped into the slipway below before removal or does the scaled debris need to be removed horizontally or vertically out of the site? The contractor may drop scaled debris down the spillway before removal at the risk to the contractor. The contractor shall be responsible for any and all damage done to the spillway which is caused by their dropping scaled debris down the spillway before removal. Such damage shall be paid for solely at the contactor's expense and at no cost to the government.
Attachment 1 - Appendix A and BWhat is the required hole diameter for anchors and rock bolts? The contractor shall propose these values at the Task Order level in their Statement of Work in response to the government's Performance Work Statement as they deem necessary.
Attachment 1 - Appendix A and BWhat is the specified length of the anchors? The contractor shall propose these values at the Task Order level in their Statement of Work in response to the government's Performance Work Statement as they deem necessary.
Attachment 1 - Appendix A and BIs a particular rockfall barrier specified to be installed or is the contractor to choose the barrier? The information provided is not enough to specify a particular system. The contractor is permitted to choose their barrier in the bid so long as they are deemed to be an equivalent item as articulated in 52.211 6—Brand Name or Equal (Mar 2026).
Attachment 1 - Appendix A and BWhat strength and mix design is required for the shotcrete? The contractor shall propose these values at the Task Order level in their Statement of Work in response to the government's Performance Work Statement as they deem necessary.
Attachment 1 - Appendix A and BWhat dosage and specification is required for the steel fiber? The contractor shall propose these values at the Task Order level in their Statement of Work in response to the government's Performance Work Statement as they deem necessary.
Attachment 1 - Appendix A and BCan we assume only the reinforcing in the shotcrete would be the steel fiber? i.e. no steel rebar is required? The contractor shall propose these values at the Task Order level in their Statement of Work in response to the government's Performance Work Statement as they deem necessary.
Attachment 1 - Appendix A and BIs a perimeter cable required on the 3mm mesh?Yes.
Attachment 1 - Appendix A and BWould you consider a change to galvanized wire rope from stainless? Specs would be matched exactly, and it would only be the corrosion protection that changes. The reason for this is stainless steel cable has very large minimum order quantities (note this change was accepted on the Hoover Dam Rockfall Mitigation IDIQ)Because corrosion increases the risk of failure, the government requires stainless steel cable.
Attachment 1 - Appendix A and BSection 10. “Permanent Rock Anchor Installation” of Appendix B appears to describe fully grouted, single-stage grouted permanent anchors. Can we assume that all anchors and rock bolts installed under this IDIQ are to be installed and grouted in a single stage in accordance with this section?Yes.
Attachment 1 - Appendix A and BSection 10 references anchor testing - are the quantities of each of the tests to be set by the contractor as part of the design process?Yes, the contractor shall propose the quantities of tests at the Task Order level in their Statement of Work in response to the government's Performance Work Statement as they deem necessary.
