About this opportunity

The Centers for Disease Control and Prevention is seeking a single National Program Administrator (NPA) contractor to provide comprehensive care coordination services for World Trade Center Health Program Responders and Survivors residing outside the New York Metropolitan Area. Primary services include establishing a member support center with call center operations, appointment scheduling, medical benefit management and counseling, case management, and utilization management. The contractor must coordinate with multiple stakeholders including Clinical Centers of Excellence, a Third-Party Administrator, pharmacy benefits managers, and CDC to deliver nationwide healthcare delivery under the James Zadroga Health and Compensation Act. Evaluation will be based on technical merit (contract management approach, member service center infrastructure, staffing strategy, similar experience, and data management plans), past performance, and cost/price reasonableness, with a 135-page limit for technical proposals. The original question deadline of January 5, 2026, has passed, and the proposal submission deadline is February 9, 2026, at 10:00 AM EST, which was extended from the initial January 30, 2026, date through Amendment 00002 issued January 23, 2026.

This is an unrestricted full and open competition with no small business set-aside, and no incumbent contractor has been identified for this new requirement. The contract structure utilizes a hybrid firm-fixed-price and time-and-materials pricing approach, with the base period running from March 18, 2026, through March 17, 2027, followed by four optional one-year renewal periods extending through March 17, 2031. The total contract value will be determined through the proposal evaluation process, with pricing to be submitted using fully burdened labor rates and other direct costs based on a provided labor rate template. Key contract dates include transition-in activities covering the first eight months post-award, with an eight-month timeline to achieve operational Start of Healthcare Delivery, and sustainment operations commencing in month nine through the remainder of the contract period. The place of performance is Chamblee, Georgia 30341, with contractor personnel required to maintain Eastern Time Zone working hours and availability for meetings between 9:00 AM and 5:00 PM Monday through Friday, and all subcontracting plans must be submitted via email as clarified in Amendment 00004 issued February 5, 2026.

The purpose of this Amendment 00004 is to do the following:

  1. Subcontracting Plan – Due to the issues with the submission of the subcontracting plan through the SBCX system, Offeror shall submit their subcontracting plan with their proposal via email to the parties listed below.
  2. Offerors are advised that David Eccleston has replaced Megan Kelly as the primary POC for this requirement.  Going forward, interested offerors are to include the following individuals on all coorespondence regarding this requirement:

Under the James Zadroga Health and Compensation Act, "...the WTC Program Administrator shall establish a nationwide network of health care providers to provide monitoring and treatment benefits and initial health evaluations near such individuals’ areas of residence in such States." Under the current Program service model, delivery of medical benefits via the nationwide network is managed under two contracts, the HPS and NPN. The Program is transitioning to a new service model, to be achieved by award of two new contracts: Third Party Administrator (TPA) and National Program Administrator (NPA).

Under the new service model, primary services to be provided by the NPA Contractor to members assigned to the NPA for treatment under the WTCHP include but are not limited to comprehensive member support center with call center; member appointment scheduling; member medical benefit management and counseling; case management; and utilization management.

The combined synopsis/solicitation (75D301-26-R-73374) is attached in Microsoft Word and Adobe.  This is a commercial services acquisition being conducted under full and open competition.  The Government intends to award a single contract resulting from this solicitation.
