About this file

This is a Questions and Answers (Q&A) document from a federal contract solicitation for the World Trade Center (WTC) Health Program's Network Provider Advocate (NPA) services. The document contains 38 clarification items addressing technical, operational, and administrative requirements from the Request for Proposals (RFP).

Key operational clarifications include: the Transition-In Master Schedule (TIMS) and Transition-In Progress Report (TIPR) have no required format but must contain specified content agreed upon after award; milestones should tie to specific, measurable deliverables such as Section 8.2 Deliverables 4.1 and 4.5; annual labor ceiling is based on 1,880 hours per Full-Time Equivalent; the Systems Security Plan is due within 60 days after contract award; and 2025 eight-month volume data can be multiplied by 150% to estimate full-year totals. The three required Key Personnel roles are Contract Administrator, Program Manager, and Clinical Director, with no alternates requested. Pre-appointment information to providers must be sent on a per-appointment basis by the NPA Contractor and include pharmacy benefits, prescriber status, and anticipated prescription needs. The NPA Contractor is responsible for identifying and reporting suspected fraud, waste, and abuse to NIOSH, which conducts further investigations. Benefits counseling must be conducted by licensed social workers, and exposure assessments and Mental Health Questionnaires must be administered by interviewers only. Post-discharge outreach is required only for certified conditions. The TPA conducts concurrent and retrospective reviews on all inpatient admissions. Additionally, the document clarifies data discrepancies in provided volume tables and confirms typographical corrections to the data file ATT022.

Item No. RFP Page No. RFP Section No. Question Answer

1 7 4.1.2 Is there a required format (Excel, Smartsheet, PowerPoint, or other) for the TIMS and TIPR?

There is no required format for the Transition-In Master Schedule (TIMS) or the Transition-In Progress Report (TIPR). The solicitation specifies the required content, and the format will be agreed upon with the Government after award.

2 9 B.1

The solicitation states "Milestones should be tied to the completion of specific, measurable deliverables that provide identifiable benefit to the Government, rather than simply dividing the 12-month period of performance into monthly increments. During negotiations, CDC may suggest alternative milestones and payment percentages. "

Would the Government provide examples of Milestone criteria that should be tied to the completion of specific, measurable deliverables that provide identifiable benefit to the Government? Would the Government accept Section 8.2 - Deliverables 4.1 and 4.5 delivery as part of Milestone criteria payment?

Yes, Contractor can use the Section 8.2 - Deliverables 4.1 and 4.5 delivery as part of Milestone criteria payment chart.

3 10 B.2

The solicitation states "To be compliant with Section 3 - Detail Pricing/Cost Information (1) Direct Labor: At a minimum, the staffing approach included in the technical proposal shall be included in the business proposal, along with the proposed estimated number of hours and fixed hourly rates and totals for each proposed labor category by year and in MS Excel format."

For the Estimated Hours for each Labor Category proposed, does the government have an annual ceiling hours for each Full-time Equivalent person labor for T&M billing? Please provide annual ceiling hours per FTE if any.

The Program is basing the ceiling on 1,880 hours. Please provide your estimates based on your understanding of the requirement.

4 30 HHSAR 352.239-71 & HHSAR

352.239-76

HHSAR 352.239-71 on page 30, indicates that the Systems Security Plan (SSP) is due 60 days after contract award; however, HHSAR 352.239-76 on page 31 indicates that the Systems Security Plan is due with proposal submission.

Please confirm when the Systems Security Plan is due? If the Systems Security Plan is due with proposal submission, please provide the agency-specific SSP template that should be used to created this plan. Please clarify any Security Requirements documentation that must be provided with contract proposal.

Language has been updated in the RFP to clarify that the SSP is due within 60 days after contract award. Please see clarification in RFP Clause - HHSAR 352.239-76, Page 31.

5 52 Section D

The government states that "All data+C13:D38 for the most recent year is through August 31, 2025....."

Please confirm that with all 2025 data representing 8 months (Jan-Aug), it can be assumed that multiplying the 8 month volumes across all tabs in ATT022 by 150% will provide an accurate estimate of total 2025 volume estimates/assumptions. for 2025

The program would like to note that while not all Program data follows a linear pattern, in order to estimate the cumulative 2025 totals, it is acceptable to multiply the 8 month volumes by 150%.

6 72 4.2.3.1 Is the Government requesting alternative leads be named in the proposal and resumes provided for the alternate Key Personnel.

The Program has identified at least three required key personnel for this contract: Contract Administrator, Program Manager, and Clinical Director.

For additional details, see pages 70–71 of the solicitation regarding Key Personnel and the Key Personnel chart on page 142.

There are additional roles that support Key Personnel, as outlined on page

70. Offerors may propose other titles or supporting roles based on their understanding of the Performance Work Statement (PWS) and the roles they determine are necessary to fulfill contract requirements.

The Program requires at a minimum, that the three Key Personnel roles listed above be fulfilled and is not requesting alternates.

7 73 4.2.3.4

The PWS states "The NPA Contractor's multi and interdisciplinary team shall include at a minimum, mid-to high level medical (physical and mental) and nursing professionals, licensed case managers, and social workers, and other staff necessary to support program management and operations such as quality assurance and analytics. "

Please provide the government's definition of mid-to high level medical (physical and mental) and nursing professionals, licensed case managers, and social workers, and other staff necessary to support program management and operations such as quality assurance and analytics

Personnel must be qualified to perform the services required under the contract. Offerors are responsible for proposing staff with appropriate education, licensure (where applicable), training, and experience to successfully perform the requirements of the Performance Work Statement.

Staffing approaches should be aligned with the scope, complexity, and regulatory requirements of the work described in the PWS and must comply with all applicable federal, state, and professional licensure requirements.

8 74 4.2.3.5

The RFP describes the TPA Contractor Portal as the primary mechanism by which the NPA Contractor will access utilization management, claims, and prior authorization information relevant to NPA members.

For survivors, the WTC Health Program is the primary payor for diagnostic evaluations, even when a condition has not yet been certified.

Please describe how the TPA should be aware that a survivor is undergoing a diagnostic evaluation so that:

1. The provider is not incorrectly informed that the Program is the secondary payor

2. The claim is paid properly once it is submitted?

1. Though the TPA is responsible for generally educating network providers regarding payor order for WTC Health Program members, it is the NPA's role during appointment scheduling to provide relevant details to the specific services being scheduled, such as whether COB is needed, if a prior authorization request is anticipated, how to submit medical records back to the NPA, etc.

2. From a claims perspective, for Survivors, diagnostic and cancer diagnostic benefits become available after the Initial Health Evaluation (IHE) for a time-limited period. Diagnostic services will only be paid if the services rendered fall under the diagnostic benefit plan and the date of service is during the effective dates of the diagnostic benefit plan. Where a code could be covered under multiple benefit plans, the Program has established logic for the TPA to determine which benefit plan to pay under.

9 75 9 - Table 3

There are multiple references to program links, the administrative manual, TGDs, and policies.

Will the Administrative Manual, TGDs, Program Policies and Procedures, etc. be updated by a certain date to align with the new NPA/TPA scopes of work?

The Government anticipates that the Administrative Manual, Technical Guidance Documents (TGDs), and Program Policies and Procedures will be updated as needed to align with the new NPA and TPA scopes of work.

Updates will be provided in accordance with Program needs and timelines;

a specific update date is not established at this time.

10 75 4.2.4.1

Regarding the PWS component, "The WTC Health Program Communications and External Affairs Team (CEAT) will make pre-approved Communications available to the NPA Contractor after award and through the period of performance.", what pre-approved and approximately how many Communication Products will be made available to the NPA Contractor after award and throughout the period of performance?

The Government will make pre-approved communication products available to the NPA Contractor as needed after award and throughout the period of performance. The specific types and number of communication products are not predetermined and will depend on Program needs.

11 76 4.2.4.2 Will the TPA educate providers on how to submit records to the NPA, or will this be a sole or shared responsibility of the NPA? If records are received by the NPA, what are the expectations of the NPA?

This will be a shared responsibility as described in Section 4.2.4.2. In addition, Sections 4.4.4 (Treatment Eligibility Determinations (Certifications)), 4.3.2 (NPA Contractor System), and 4.4.3.1.4 (Monitoring Exam Documentation) describe the NPA Contractor’s responsibility for reviewing and managing medical records.

12 78 4.2.5 Will the NPA be expected to complete the full FWA investigation once potential FWA is identified, or will the NPA report suspected FWA, along with any supporting evidence to NIOSH who will then be responsible for the investigation?

The NPA Contractor will be responsible for identifying and reporting suspected fraud, waste, and abuse (FWA), along with any supporting documentation, to NIOSH in accordance with contract requirements.

NIOSH will be responsible for determining and conducting any further investigation.

13 81 4.3.1.5

The solicitation states "For example, if an NPN provider notifies an NPA member or the NPA Contractor that they are unwilling/unable to provide services to new and/or current members, the NPA Contractor shall notify the TPA Contractor and work with the TPA Contractor to identify an alternative provider."

Is there a functional group at the TPA to support these inquiries or is this directed at the TPA call center? Is the NPA or TPA ultimately responsible of identifying an alternate provider and communicating the alternative to the member? Is the NPA expected to conduct provider outreach, provider education, and provider vetting, or is this the responsibility of the TPA?

The mechanism for how inquiries will be handled and communicated between the NPA and TPA will be coordinated after award.

Per PWS Section 4.3.1.5, the NPA Contractor shall notify the TPA Contractor and work with the TPA Contractor to identify an alternative provider. The NPA Contractor is responsible for care coordination activities, including communication with members and providers as necessary to support continuity of care, as described in PWS Sections 4.4.2.1 and 4.3.1.5.

Per PWS Section 4.2.4.2, general provider education will be performed by the TPA Contractor, while the NPA Contractor is responsible for communicating NPA-specific processes to providers. It is not clear by what is meant by provider vetting but provider network management responsibilities, including provider enrollment and credentialing, are the responsibility of the TPA Contractor.

14 83 4.3.2.2

Section 4.3.3.2 states "The NPA Contractor’s Member Profile system shall be accessible to all Member Service Center staff in a manner sufficient to deliver effective assistance across all areas of responsibility, including access to member records and consent forms (e.g., HIPAA authorizations, Designated Representative forms, etc.). "

Please provide an example of the HIPAA authorizations. Is this Release of Information (ROI)?

And does this mean someone other than a Designated Representative (DR) may obtain information about a member?

Yes, members can authorize individuals to their PHI through a HIPAA authorization separate from the Designated Representative appointment.

The Program’s HIPAA Authorization forms allow members to appoint their Designated Representative and/or request Program records. The forms also include a release to third parties. Forms can be found here:

Designated Representative - WTC Health Program -https://www.cdc.gov/wtc/designated_representative.html

WTC Health Program Records - World Trade Center Health Program -https://www.cdc.gov/wtc/recordsrequest.html

15 85 4.3.3.2

The requirement states "The NPA will determine which Program providers meet Program criteria to prescribe medications and communicate to the TPA."

Please clarify whether the TPA will have any role in validating, monitoring, or maintaining the list of providers approved by the NPA to prescribe (e.g., credential validation/provision)? Please describe roles and expectations across TPA and NPA in this function.

The TPA is responsible for validating, monitoring, and maintaining the list of EPN + NPN providers, to include credentialing and provision. The TPA is responsible for updating the prescriber indicator of the provider upon receipt of prescriber enrollment from the CCE/NPA into a prescriber file.

The TPA is responsible for transmitting this prescriber file to the PBM so that the PBM can implement the WTC prescriber network.

The NPA is responsible for reviewing the list of NPN providers from the TPA and determining who to enroll as a WTC prescriber. The NPA is responsible for notifying the TPA which NPN providers to enroll as WTC prescribers.

16 88 4.4.1.3 If a member calls into the Program instead of to the NPA in a mental health crisis, will the Program take steps to get the member to the crisis line or will a correspondence be sent to the NPA to contact the member and handle?

The Program's response to a member in crisis is tailored to the specific situation. Initially, we may provide the member with the crisis line after engaging in a conversation with them. Additionally, we may contact the member’s CCE/NPA to inform them that the member is experiencing a crisis. With the member's consent, we will facilitate a callback from their

CCE/NPA.

In some instances, the member may find that simply talking with the Program is sufficient and may decline a transfer to their CCE/NPA.

Regardless, the Program will still notify the CCE/NPA about the incident.

Furthermore, the Program ensures follow-up with both the CCE/NPA and the member within 24 hours to confirm that they have connected if that was the agreed course of action, and to verify the member's well-being. During this follow-up, the Program also asks if there are any additional needs we can assist with.

17 88 4.4.1.2 Within this 4.4.1, the government makes multiple references to the "care coordination team".

Please provide the government's expectation of the skill mix of the "care coordination" team (e.g.

physician participation).

UM/CM Care Coordination/Case Management should include an appropriate mix of qualified staff, such as registered nurses, social workers, and non-licensed personnel serving in care coordinator roles. It is not necessary for the care coordination team to include a physician.

18 88 4.4.1.4

The solicitation indicated that the NPA Contractor shall allow members and their authorized representatives to access available medical records maintained by the NPA Contractor, to include medical records received or created by the NPA Contractor or its predecessor contractors.

Please clarify what specific medical records the NPA will need to provide to the member? Does this include the release of medical records from Mental Health Providers?

Medical records generally releasable to the member include records related to Monitoring Exam reports and labs, and any medical records provided by the Member. Mental Health records are generally not releasable; however, upon consultation with the treating provider, a request from the member/representative can be made to that provider with a specific written HIPAA Authorization authorizing such. Certain administrative records can be released as well i.e. Certification Letters, Program letters sent to the member.

19 89 4.4.2.2

It is stated that benefits counseling activities shall include providing information on WTC Health Program benefits and eligibility; determining whether members meet the requirements for Minimum Essential Coverage (MEC) as required by the Zadroga Act and, where applicable, assisting members with obtaining MEC.

Does the Government expect the contractor to rely on member self-attestation, or are there approved data sources, systems, or documentation (e.g., IRS Forms 1095-A/B/C, insurer attestations, eligibility databases) that the NPA Contractor should use to validate MEC status?

Additionally, please advise whether the NPA Contractor is expected to independently validate the accuracy of member-reported insurance information beyond reasonable documentation, or whether verification is limited to information provided by the member.

The NPA would rely on self attestation, however the Program does have access to additional data sources and continues to explore options for access to other sources that could be used to verify coverage if necessary. In cases where payment from other insurers is expected, the vendor may be asked to work with the member to clarify other benefits.

20 90 4.4.2.2.1 Is it the government’s intent that ONLY a licensed social worker will be performing BEAST assessments?

The Government intends that while the BEAST may be administered in various formats to accommodate member needs and accessibility (for example, as a questionnaire accompanying IHE/AME pre-exam questions);the review of completed BEAST assessments and any subsequent benefits counseling services must be conducted exclusively by a licensed social worker.

21 90 4.4.3.1

The solicitation states "No determination regarding certification of a health condition may be made until all components of an IHE or IME are completed."

Will NIOSH clarify whether the NPA is expected to send a newly enrolled member with terminal, metastatic cancer to an IHE PRIOR to initiating attempts to certify the cancer?

The decision to waive the requirement is not only based on whether the member has terminal disease and/or metastatic cancer . The Program may waive the requirement for an IHE or IME when it is determined that the member’s health status does not allow them to safely attend or participate in the examination.

22 90 4.4.2.2.2

Regarding the requirement "The NPA Contractor shall document each Member's health insurance status and determine if member meets MEC requirements", please clarify the Government's expectation(s) of the NPA contractor to address situations in which the member does not provide insurance information or does not provide the details necessary to determine if MEC requirements are met?

The Program would expect the NPA vendor to counsel the member regarding the requirement to maintain MEC, provide benefits counseling, assist members with seeking MEC. If the NPA believes that the member meets an exception or refuses to obtain MEC, they should gather documentation and attempts to collect information, and escalate to the Program.

23 90 4.4.2.2

The PWS states "Benefits counseling may also include assessing needs and eligibility for external benefits, such as workers’ compensation, public health insurance (e.g., Medicare or Medicaid), private health insurance (e.g., employer-based plans), and social services (e.g., housing, transportation, food, or medical services outside of those covered by the WTC Health Program);

and assisting members with applying for external benefits (e.g., Supplemental Security Income (SSI)/Social Security Disability Insurance (SSDI), Public Safety Officers' Benefit, Line of Duty Injury benefits"

Please fully define expectations for "assisting members with applying for external benefits (e.g., Supplemental Security Income (SSI)/Social Security Disability Insurance (SSDI), Public Safety Officers' Benefit, Line of Duty Injury benefits"

Benefits counselors shall take the following steps when a member indicates a need for assistance—either through the BEAST or by directly expressing their need to the NPA:

- Offer basic education about the identified external benefit program, including eligibility criteria, application processes, and potential timelines.

- Explain how the external benefits may interact with the WTC Health Program, ensuring members understand how receiving these benefits works in conjunction with WTC Health Program services.

- Guide members to the relevant agencies or resources for further assistance (e.g., state worker’s compensation boards, U.S. Department of Labor, local union representatives, Social Security Administration).

24 90 4.4.2.2.3

The PWS states "The NPA Contractor shall assist members in applying for Workers' Compensation benefits and shall assist providers with completing Workers' Compensation paperwork."

Please fully define expectations for the requirement to "assist members in applying for Workers' Compensation benefits and shall assist providers with completing Workers' Compensation paperwork."

The BEAST provides guidance on expectation related to assistance with workers compensation. This includes:

- Ensure the member knows he or she is eligible to apply for NYS Workers’ Compensation benefits at this time.

- Educate the member about NYS Workers’ Compensation, what it is, and how it might be helpful to them.

- Help the member to complete and file a C-3 form as needed and timely.

If the member is a union member, advise him or her to ask a union representative if their union works with a law firm to help members apply for workers’ compensation benefits.

If the member is not a union member, advise him to her to contact the Advocate for Injured Workers at NYS Workers’ Compensation Board for assistance in finding a workers’ compensation attorney.

Federal Workers’ Compensation:

Based on the member’s BEAST responses, he or she may be eligible for federal workers’ compensation benefits.

Educate the member about federal workers’ compensation benefits, what it is, and how it might be helpful to them.

Refer the member to the Office of Workers’ Compensation Programs for more information.

Advise the member to speak to their union representative or employer for more details about how to file and securing legal representation.

25 90 4.4.2.2.2 Does the Government allow exceptions to Program rules related to primary health coverage and MEC and please describe the exception process, and what is the NPA's responsibilities related to the exception process?

Yes, the Program does allow exceptions. The Program is required to follow the ACA requirements for health insurance, which includes exceptions. The Program continues to strengthen these requirements. If the NPA believes that the member meets an exception or refuses to obtain MEC, they should gather documentation and attempts to collect information, and escalate to the Program.

26 90 4.4.2.2.1 Is it the government's intent that a licensed social worker will review all BEAST results with the member or just those that need further guidance or resources?

The Government's intent is that a licensed social worker will review all BEAST results with members who indicate a need for further guidance or resources. However, since members may choose not to complete the BEAST or may not express any need or eligibility for benefits, the Government recognizes that reviewing the assessment in these cases may not provide meaningful assistance. In such instances, members will be informed that benefits counselors are available to address any questions or concerns related to benefits eligibility upon request.

27 91 4.4.3.1.1

Regarding Exposure assessments, the government states that the exposure assessment is “an interviewer-administered survey”.

Is it the government’s intent that this survey only be administered via an interviewer, or may members complete a self-service survey? This reads the same for section 4.4.3.1.2 regarding the

MHQ.

Administered via an Interviewer only.

28 97 4.4.6.1

Can you clarify whether case managers are required to complete post‑discharge outreach for all NPA members who are hospitalized, including those whose hospitalization is unrelated to a WTCHP‑certified condition? If this is a requirement, will the Program be providing support in communicating to members that these hospitalizations and related treatments are not covered services under the Program?

No post-discharge follow up is needed for non-certified conditions.

29 98 4.4.6.1 Can the government clarify if the TPA will be conducting retrospective reviews for all inpatient and institutional services, or will the TPA only conduct concurrent reviews and the NPA will conduct the retrospective reviews for inpatient and institutional services?

The TPA shall conduct concurrent and retrospective reviews on all inpatient admissions to include hospital, SNF, IRF etc.

30 98 4.4.6.1

The PWS states "The TPA Contractor is responsible for conducting concurrent reviews for continuation of stay for all inpatient and institutional services in accordance with Program guidance and service limitations. Where the NPA Contractor becomes aware of an unplanned member hospitalization, the NPA Contractor shall notify the TPA Contractor as soon as possible to support the TPA Contractor in providing timely concurrent review and assist the NPA in concurrent review, if necessary."

If a responder, certified survivor, or uncertified survivor with an active diagnostic benefits plan find themselves admitted to the hospital for an uncertified condition but one that is ultimately certifiable (such as a patient who presented for symptoms and was found to have a serious cancer), will the TPA approve the hospital stay under the diagnostic plan while simultaneously notifying the NPA contractor to review for possible certification of the newly-diagnosed condition?

It is possible that the claim would be paid under diagnostics (or in the example, cancer diagnostics). However, depending on the specifics of the care provided during the hospitalization stay, it is possible that the care will not be covered. In some cases, the Program may also be able to approve a claims appeal.

31 100 4.4.7.3

Requirements state " The NPA Contractor shall ensure that pre-appointment information sent to NPN providers includes information regarding pharmacy benefits and limitations, as relevant to the provider, their status as a Program prescriber, and the anticipated need for prescriptions resulting from the appointment. Where prescriptions are anticipated, the NPA Contractor shall remind the provider of Program pharmacy benefit requirements,"

Is it expected that providers are sent written notification (mail or email) of all members' appointments prior to all appointments and include the additional information as stated? Or is this information required one time at the start of contract? Will these letters be sent from TPA with approval from / in collaboration with NPA on information included in letter, or is this expected to be sent from NPA? Please confirm that this only applies to appointments scheduled on behalf of the member by the NPA.

Yes. Pre-appointment information is expected to be provided on a per-appointment basis and applies to appointments scheduled on behalf of NPA members. These communications are expected to be sent by the NPA Contractor.

32 103 4.6.2

1. What secure channel(s) must be used for incident notification and member-level details, and what is the Program’s expectation for “initial notification” content vs the full report?

2. Does the Program have a standard FWA checklist or templates for what to look for and how to report it?

1. Awardees will be granted access to a secure network and an account to submit FWA reporting documentation. The initial notification provides the Program with brief details of the potential allegation and preliminary FWA findings. The full report is a comprehensive preliminary report containing detailed data and analysis of the potential FWA case.

2. The Program doesn’t have standardized checklist or templates for addressing FWA allegations. Given the variability in FWA cases throughout the program, each allegation is evaluated on a case-by-case basis to ensure appropriate investigation and resolution.

33 153 H.8 Proposal Content

Please confirm the Offeror is allowed to add additional tabs, columns and rows to ATT024 to be compliant with Section 3 - Detail Pricing/Cost Information (1) Direct Labor: At a minimum, the staffing approach included in the technical proposal shall be included in the business proposal, along with the proposed estimated number of hours and fixed hourly rates and totals for each proposed labor category by year and in MS Excel format.

At a minimum, the Contractor shall include the three columns listed on ATT024. The Contractor may add additional tabs, rows, and columns to their individual business proposals/excel based on their understanding of this requirement.

34 Multiple 4.1.2 Regarding sections 4.1.2, 8.3.1.1., 8.3.1.2., 8.3.1.3., 8.3.2.1., and 8.3.2.2. requirements, will the Program provide a baseline list of system connections, data feeds, and dependencies (who provides what, and when), to ensure master schedule realism?

The awarded contractor will receive available information regarding current system connections, data feeds, and dependencies upon award.

Tab: Utilization Management, Table 4. Summary of NPN Members in Case Management, Table 5. NPN Members in Case Management by Acuity Level, As of October 2025, Table 6.

NPN Members in Case Management by Acuity Level and State of Residence, As of October 2025

Row 8 of Table 4 for January 2025 - August 2025 includes a total of 1392 members in Case Management. In table 5. NPN Members in Case Management by Acuity and the details in table 6 . NPN Members in Case Management by Acuity Level and State of Residence both as of the end of October there are a total of 587 distinct members. Please explain the difference between the 1392 and 587 members and how these 2 populations are related.

The Program identified an error in the analyses that produced tables 5 and 6, and they have both been updated accordingly to reflect a correction. The updated totals for tables 5 and 6 are 1214 members, so there is a still a slight difference between those and table 4.

The difference in total members across these tables is due to the fact that table 4 reflects the average number of NPN members that had been in case management in a given time period, whereas tables 5 and 6 demonstrate a snapshot in time of the total number of NPN members currently in case management at the end of October 2025.

Tab: Utilization Management, Table 4. Summary of NPN Members in Case Management

In Table 4. Summary of NPN Members in Case Management there appears to be in a significant decrease in the number of unique members in Case Management. In 2022 there were a total of 4465 and 1294 in 2023. Can the government describe the drivers to this change?

The data in 2022 included data from a prior vendor in an overlapping period, this data has since been removed to show only the average number of members in case management for the most recent NPN vendor between August and December 2022.

Tab: Utilization Management, Table 2. PA3 Requests by Type, Approval Status and Year for NPN Members

In ATT022, within the tab labeled “Utilization Management”, columns H thru N have the label “PA3 Requests by Type, Approval Status and Year for NPN Members”. However, the header for column I reads “PA2”. Please clarify whether cell I4 should read “PA2” or "PA3". Also, please confirm which Request Type, PA2 or PA3, that the data in columns I thru N represent.

The Government confirms this is a typographical error. Table 2 on the UM tab is focused on PA3 requests, not PA2 requests. Please note error has been fixed in ATT022_NPA_SummaryVolumeData.

The Program confirms that Table 2 (Columns H - N) represent PA3 related data only.

Please confirm the PA3 volume in table 2 represents requests ultimately submitted to NIOSH by the NPA, and that number is a subsect of a denominator that includes PA3 requests submitted to the NPA that must be adjudicated but may not ultimately be submitted to NIOSH by the NPA for various reasons. Please provide the volumes of total PA3 requests reviewed by NPA prior to submission to NIOSH.

The Program confirms that table 3 includes only data from PA3 requests received by the Program. We don't currently have data available internally on PA3 requests that were ultimately not shared with the Program.
