Approximately 1,200 wood product items across Federal Supply Classes 5510, 5520, and 5530 will be available for order, with pricing based on a 23-item Price Evaluation List representing various lumber dimensions, grades, and plywood specifications. Additionally, all contractors must submit a Surge and Sustainment Capability Assessment Plan documenting their ability to meet wartime production surge requirements, material price substantiation based on May 15, 2026 market conditions, and acceptance of option clauses. The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) evaluation methodology, with offers due by 11:59 PM on May 29, 2026, submitted via email to helen.patton@dla.mil and ashley.n.brown@dla.mil.
This solicitation is designated as a 100% Total Small Business Set-Aside under NAICS 321113 (Sawmills) with an approved Nonmanufacturer Rule Waiver, allowing small businesses to supply products from other-than-small manufacturers. The government intends to make a minimum of three and maximum of four multiple awards, with each contract providing a guaranteed minimum of $200,000 for the two-year base period and a maximum value of $49,781,600 per contract over the full five-year period (two-year base plus three one-year options).
