This is a Solicitation/Contract/Order for Commercial Items (Standard Form 1449) for wood products issued by DLA Troop Support, Construction & Equipment (Class IV).
Acquisition Overview and Timeline: The solicitation number is SPE8E6-26-R-0003 with an offer due date of May 29, 2026, at 11:59 PM. This is a 100% small business set-aside with a Nonmanufacturer Rule waiver, allowing small businesses to supply products from other-than-small manufacturers. The Government intends to make a minimum of three and maximum of four awards. The resultant contracts will be two-year base periods with three one-year options available, for a total potential duration of five years. Each contract carries a guaranteed minimum of $200,000 for the two-year base period, with a total maximum dollar value per contract of $49,781,600. Historical demand estimates are $15,788,784 for two years and $39,471,960 for five years.
Products and Geographic Scope: The requirement covers wood products for the West Region, including softwood lumber, hardwood lumber, plywood/veneer, preservative-treated items, fire-retardant treated items, poles, pilings, crossarms, ties, and miscellaneous items such as dowels, moldings, plugs, posts, stakes, wedges, and doors. The West Region encompasses Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming (CONUS), plus Hawaii and OCONUS locations including Alaska, Guam, Japan, and Korea. Approximately 1,200 lumber-related items may be ordered under the contract, represented by a Price Evaluation List of 23 items. Contractors must submit pricing for all PEL items with three components: material unit price (based on May 15, 2026 market conditions), distribution unit price (firm fixed ceiling price for the contract life), and transportation unit price. Material prices must be substantiated with supplier invoices or quotes on letterhead. Delivery requirements range from 7 to 65 days depending on product category and urgency, with contractors required to maintain a 90% on-time delivery rate. All offers must be submitted via email to helen.patton@dla.mil and ashley.n.brown@dla.mil, limited to 5-10 MB per transmission. The procurement is evaluated using Lowest Price Technically Acceptable criteria, with proposals requiring a signed SF 1449, business proposal, pricing data on a preformatted Excel spreadsheet, Surge/Sustainment Capability Assessment Plan, and a statement accepting option clauses.

SECTION A - SOLICITATION/CONTRACT FORM (CONTINUED)
a. Offeror will be required to submit Truckload pricing for the Price Evaluation List (PEL) items in the region that represent the scope, magnitude and complexity of the acquisition as it relates to the anticipated total dollar value for the region. b. After contract award(s) all orders in the West Region will be competed among all vendors with contracts for the region. In the competition for delivery orders, the distribution ceiling price represents the maximum distribution price a vendor may quote for a Price Evaluation List (PEL) item. It is anticipated that each vendor shall be as aggressive as possible in pursuing all discounts and rebates.
c. The following definitions and requirements are applicable to all orders placed under a resulting contract(s):
Delivered Unit Price - The total unit price charged to DLA Troop Support for product delivered to the Government consisting of up to three components: MATERIAL UNIT PRICE, DISTRIBUTION UNIT PRICE, and TRANSPORTATION UNIT PRICE

If the vendor/contractor carries a variety of grades for the same item, the price submitted must be for the lowest grade, technically acceptable item that meets the Government's requirements. The Material Unit Price is not to include any transportation costs to the customer nor any distribution costs.
Distribution Unit Price - The firm fixed price, offered as a dollar amount, may consist of, but not limited to, the contractor/vendor's general and administration expenses, general overhead, profit, any other expenses associated with the vendor function. The Distribution Unit Price shall be expressed as a dollar figure. The Distribution Unit Price shall not include any material or transportation costs.
Transportation Unit Price - The price, offered as a dollar amount, may consist of, but is not limited to, the contractor/vendor's transportation unit price to and from their distribution and/or packaging facility, to the DLA Troop Support customer or consolidation point or the vendor's transportation unit price from their supplier to the DLA Troop Support customer or consolidation point. Only those transportation costs applicable to the order being executed may be proposed for that order. a.) The implementation period (or ramp-up time) for the contract contemplated by this solicitation is a maximum of 30 days.
b.) Annually, DLA Troop Support will review demand in the region to ensure that the Price Evaluation List (PEL) adequately represents the scope, magnitude and complexity of the items purchased and that the cost drivers have been included. If it is determined that the price evaluation list is not adequately representative, the list will be augmented as necessary so as to comply with this requirement. Vendors will be required to submit Distribution Prices for any items added, with these Distribution Prices being determined fair and reasonable by the Contracting Officer prior to being added to the contract. A modification will then be issued adding these Distribution Prices to the contract. Like the items in the original price evaluation list, the Distribution Prices for the additional items will constitute a Not to Exceed Ceiling Price for the distribution element and will be in effect for the life of the contract. A failure to provide fair and reasonable Distribution Prices for an item being added may preclude the contractor/vendor from being eligible to compete for the item when ordered under the contract.
5. Information Technology (IT)/Order Receipt Processing:
General:
a.) For purposes of this program offerors must, at a minimum, provide:
• Email capabilities for the receipt of “requests for quotes” for wood products forwarded by DLA-TS to each regional contractor.

WAWF is a web-based software application that allows DoD Vendors to submit and track their invoices and receipt and acceptance documents electronically. The contractors must use one of the following electronic formats that WAWF accepts: Electronic Data Interchange, Secure File Transfer Protocol, or World Wide Web input. Information regarding WAWF is available on the Internet at https://piee.eb.mil/ b.) As the state of the art of the ITS for this contract evolves, modifications may be required to accommodate the needs of DLA-TS, its customers, and other authorized customers under the contract. The modifications to the contract will be issued as Change Orders within the scope of the “Changes” clause of the contract.

5. In the event Bidwiser is replaced by another ordering program, contractors will be required to adopt and employ the follow on program.
6. The Contracting Officer reviews the returned quotes and selects the awardee based upon a Best Value determination. The basis for making a Best Value award determination will be specified in the RFQ. Price, delivery and performance under this contract are common factors that will be used; however, other factors may be included as well.
7. Should the Vendor have questions regarding a particular item, they may contact the DLA-TS point of contact for clarification. In the event of any discrepancies between the item description depicted in any RFQ, consequent delivery order, and the Bidwiser catalog, the description in the Bidwiser catalog shall be considered definitive.
8. Vendors are required to quote on 90% of the RFQs that meet or exceed the delivery order minimum quantities in the Clause FAR. 52.216-19 ORDER LIMITATIONS. NOTE 3: For urgent requirements delivery will be an evaluation factor in the order. Award will be made to that offeror whose proposal contains the combination of delivery and price offering the best overall value to the Government. This will be determined by comparing differences in delivery with differences in price. In making this comparison, the Government is more concerned with obtaining better delivery than with making an award at the lowest overall price. However, the Government will not make an award at a significantly higher overall price to achieve slightly better delivery.
