About this file

This is a Capability Assessment Plan (CAP) template document used to collect information about a contractor's ability to meet Surge and Sustainment (S&S) requirements for federal supply contracts. The template is designed for the DLA Troop Support Wood Products Tailored Logistics Support Program (TLSP) solicitation SPE8E626R0003, a 100% Total Small Business Set-Aside covering softwood lumber, hardwood lumber, and plywood veneer products within FSCs 5510, 5520, and 5530 for the CONUS West Region. The CAP requires contractors to provide company identification information, CAGE code, and solicitation details, then document their surge and sustainment coverage capability by Federal Supply Class (FSC), National Item Identification Number (NIIN), and specific metrics including offered amounts, offered intervals, ramp-up times, initiation points, surcharge provisions, and delivery methods.

The template includes four primary sections: Section 1 requires detailed capability data for each product line; Section 2 asks contractors to describe constraints or difficulties in meeting surge requirements; Section 3 (optional) allows contractors to propose solutions and request government investments through the DLA Industrial Capability & Warstopper Program if internal constraints cannot be overcome; and Section 4 designates space for attached supporting files. This CAP submission has replaced the previous electronic submission process through the WICAP website and must now be submitted directly with the contractor's offer. The template uses a standardized format with example entries showing 100 EA units, 1000-unit monthly requirements, 5-day ramp-up times, and multi-year cost projections for potential government investments.
