About this file

This document is a Capability Assessment Plan (CAP) template used by the Defense Logistics Agency (DLA) to evaluate contractors' ability to meet Surge and Sustainment requirements for specific items identified in solicitations.

The CAP consists of four primary sections. Section 1 requires contractors to document their surge and sustainment coverage capability for items identified by Federal Supply Class (FSC), National Item Identification Number (NIIN), Minimum Warranty Rate (MWR), and Unit of Issue (UI). Contractors must specify the offered amount, offered interval, ramp-up time, initiation point, surcharge provision method, and end days for each item. Section 2 requires contractors to describe any constraints or difficulties in meeting requested surge requirements, with guidance to pursue government investment assistance only if internal resolution is not feasible. Section 3 is optional and allows contractors to propose solutions and request government investments through the DLA Industrial Capability & Warstopper Program, with subsections for identifying coverage to be gained (Section 3.1) and detailing funding requirements across a five-year period (Section 3.2). Section 4 provides space for listing attached files. The template includes example data showing a product group with 1,000 EA offered at 30-day intervals, 5-day ramp-up time, and ACR initiation point. Responses may be completed as an Excel file attachment for Section 1.

However, you may not need an investment, only time to realign your business process or resolve an issue with a sub-vendors or suppliers.

Section 3: Proposed Solutions & Government Investments Required to Obtain S&S Coverage Capability (Optional)

Clearly explain the investment recommendation. This recommendation may be pursued by the DLA Industrial Capability & Warstopper Program as an Industrial Capability Assessment (ICA).
