About this file
This is a Capability Assessment Plan (CAP) template document used to collect information about a company's ability to meet Surge and Sustainment requirements for a federal contract opportunity.
The CAP template is designed for vendors responding to solicitation SPE8E626R0003, the DLA Troop Support Wood Products Tailored Logistics Support Program (TLSP) for the CONUS West Region. Vendors must complete this form and submit it with their offer rather than through the previous electronic WICAP system. The template requires vendors to identify specific Federal Supply Classes (FSC), National Item Identification Numbers (NIIN), and Product Group Codes (PGC) they can supply, along with details on offered quantities, intervals, ramp-up times, initiation points, surcharges, delivery methods, and lead times. Section 2 requires vendors to describe any constraints or difficulties in meeting the requested Surge requirements, while Section 3 is optional and allows vendors to propose solutions and request government investments through the DLA Industrial Capability & Warstopper Program. The solicitation covers wood products including Softwood Lumber, Hardwood Lumber, and Plywood Veneer (FSC 5510, 5520, and 5530) under a 100% Total Small Business Set-Aside with an approved Nonmanufacturer Rule Waiver. Vendors should reference the accompanying CAP Companion Guide and CE_CAP Document for additional submission guidance.
