About this opportunity

The Bureau of Reclamation seeks repair of the Webster Dam spillway radial gates located in Stockton, Kansas, with proposals due September 10 at 3:00 PM CDT. This is a Total Small Business Set-Aside under NAICS 237990 (Other Heavy and Civil Engineering Construction), with an estimated contract value between $5 million and $10 million on a firm-fixed-price basis.

Place of performance is Stockton, KS. Work comprises removal and replacement of coating systems on external and internal structural steel, radial arms, trunnion assemblies, and floatwell covers; sealing of crevasses between structural members; and wire rope and grease line replacement on three spillway radial gate hoists. The contract period runs November 1, 2026, through October 31, 2027, with work to be completed within 355 calendar days of Notice to Proceed, anticipated November 29, 2026.

Contractors must provide three volumes (Business, Technical, and Price). A bid guarantee of 20 percent of bid price or $3 million (whichever is less) using Standard Form 24 is required, along with Performance and Payment Bonds for 100 percent of contract price within 10 calendar days of award. Government personnel operate the radial gates; contractor personnel are prohibited from gate operation. Requests for gate changes require 72 hours' notice through the Contracting Officer's Representative.

Coating work requires application of a 3-coat epoxy/polysiloxane system with specified dry film thickness (11–23 mils total), surface preparation per SSPC-SP10/NACE 2 or Method H, and approved materials including PPG Amerlock 400/PSX 700, PPG Sigmashield 880/PSX 700, or Sherwin Williams Duraplate 235/Sherloxane 800. Applicators must hold CAS or PCAC certification; inspectors must hold Level 3 NACE CIP or SSPC PCI certification with five years' comparable experience. Wire rope specifications include 1-inch diameter, 6x37 construction with independent wire rope core, galvanized finish, and 41.8-ton minimum breaking strength.

Proposals must address three volumes with pricing exclusively in Volume III. Pricing is lump-sum for radial gates and gallery work; spot repair interior gate work is priced per square foot. Questions were due August 14; government responses were issued by Amendment 0002 (August 24). Amendment 0003 (September 8) incorporated FAR Clause 52.219-1 small business representations. The small business size standard for NAICS 237990 is $45 million. Past performance will be evaluated using CPARS data. Kansas Construction Wage Rates apply. Retainage up to 10 percent applies if satisfactory progress is not achieved; no liquidated damages clause applies. Warranty is one year from final acceptance. Contractors may propose alternate coating systems for engineering review.
