About this file
This is a specification section for radial gate operation requirements for the Webster Dam Spillway Radial Gates Repair project.
The Webster Dam spillway is operated by three radial gates, each measuring 33.3 feet wide by 39.5 feet high, with a spillway crest elevation of 1884.60 feet. Government personnel are solely responsible for operating the spillway gates using Government-owned hoists with Government-provided operators; Contractor personnel are not permitted to operate the radial gates. Requests for gate changes must be submitted through the Contracting Officer's Representative at least 72 hours prior to the needed change. All costs associated with work requiring radial gate operation shall be included in the Contractor's offered prices in the Schedule. For safety and scheduling purposes, the spillway gates must be locked out and tagged out whenever construction is performed on them. Reservoir levels are not expected to significantly affect construction or access to the spillway floor, as the reservoir has been operated below the spillway crest for approximately the last four water years (August 2022 to present). However, if reservoir levels impact access or construction activities, the Government will recognize and evaluate this as a changed site condition and adjust the contract price as necessary. Historical reservoir elevation data is provided showing monthly end-of-month elevations from 2016 through 2026.

Webster Dam Spillway Radial Gates Repair
Radial Gate Operation (Revised)
01 14 20-1
SECTION 01 14 20
RADIAL GATE OPERATION (Revised)
PART 1 GENERAL
1.01 MEASUREMENT AND PAYMENT
A. Cost:
1. Include cost in prices offered in the Schedule for work requiring operation of the radial gates.
1.02 PROJECT CONDITIONS
A. Spillway Operations:
1. The spillway at Webster Dam consists of a concrete inlet structure; a radial gate structure; a concrete chute; and a concrete stilling basin. Flows through the spillway are regulated by three 33.3-foot wide by 39.5-foot high radial gates. The spillway crest elevation is 1884.60.
2. The spillway gates will be operated by Government personnel only. Requests for gate changes shall be made through the Contracting Officer’s Representative at least 72 hours prior to the needed change.
3. Government-owned hoists will be required to open and close the radial gates.
Government will provide operator. Operation of radial gates by Contractor personnel is not permitted.
B. Reservoir Level Impacts to Construction and Access:
1. Reservoir levels are not expected to affect construction or access to the spillway floor. Within approximately the last 4 water years (August 2022 – Current), the reservoir has been operated far below the spillway crest. However, between Aug Oct 2016 and Aug 2022, the reservoir levels were above the spillway crest as shown below and the gates were kept closed. The Government will make every attempt to regulate the reservoir elevations while meeting the demand of its water customers.
2. In the event that reservoir levels affect access or construction, a changed site condition will be recognized and evaluated. An adjustment to the contract price will be made, as necessary.
C. Safety:
1. It should be noted for scheduling purposes that the spillway gates shall be locked out and tagged out whenever any construction is being performed on them.
