About this file

This is a specifications document outlining the technical requirements for the repair and rehabilitation of the Webster Dam Spillway Radial Gates located in Kansas under the Solomon Division of the Pick-Sloan Missouri Basin Program. The specifications establish detailed performance and design criteria that contractor proposals must meet, including dimensional tolerances, material standards, and operational parameters for the radial gate systems. The document addresses gate structural integrity, seal and bearing component specifications, painting and corrosion protection requirements, and testing protocols to ensure the gates function properly after repair. Specific attention is given to hydraulic and mechanical systems, including pressure ratings, flow capacity requirements, and control system specifications that must be validated through shop testing and field commissioning activities.

The specifications define contractor responsibilities for comprehensive inspections, component replacement where necessary, and full operational testing of both individual gate systems and integrated spillway operations. Technical requirements include detailed performance standards for gate sealing surfaces, concrete foundation preparations, and installation procedures that ensure long-term durability and reliable dam safety operations. The document establishes quality assurance requirements, documentation protocols, and testing methodologies that contractors must follow throughout the repair project to demonstrate compliance with government specifications and applicable industry standards for water resource infrastructure.

Within approximately the last 4 water years (August 2012 – Current), the reservoir has been operated far below the spillway crest. However, between Oct 2009 and Aug 2012, the reservoir levels were above the spillway crest as shown below and the gates were kept closed. The Government will make every attempt to regulate the reservoir elevations while meeting the demand of its water customers.

2. In the event that reservoir levels affect access or construction, a changed site condition will be recognized and evaluated. An adjustment to the contract price will be made, as necessary.

C. Safety:

1. It should be noted for scheduling purposes that the spillway gates shall be locked out and tagged out whenever any construction is being performed on them.

If outside emergency services are to be relied upon for rescue and/or transporting of injured personnel, the employer must first secure an agreement with the outside personnel to include what role they will have, response time, GPS coordinates if helicopter will be used, etc. The rescue team must be immediately available (on site) during all entries into

01 35 20 - 4 a permit-required confined space. Non-entry rescue is required unless the retrieval equipment would increase the overall risk of entry or would not contribute to the rescue of the entrant.

8) For non-entry rescue, each authorized entrant must use a chest or full body harness, with a retrieval line attached at the center of the entrant's back near shoulder level, above the entrant's head, or at another point which the employer can establish presents a profile small enough for the successful removal of the entrant. The other end of the retrieval line must be attached to a mechanical device or fixed point outside the permit space in such a manner that rescue can begin as soon as the rescuer becomes aware that rescue is necessary. A mechanical device must be available to retrieve personnel from vertical type permit spaces more than 5 feet (1.52 meters) deep.

9) The rescue team will consist of no less than 2 rescue personnel and one attendant (3 total) located outside of the confined space during all permit-required confined space entries. Additional rescue personnel will be required when the employer is unable to demonstrate a successful rescue of an unconscious victim from the space utilizing 2 rescue persons.

10) If the Contractor intends to utilize a rescue service, the Contractor is responsible for ensuring that the rescue service meets the requirements in this specification and the requirements of 29 CFR 1926.1211(a) thru (d). Supporting documentation of the rescue services’ training and abilities must be made available and be acceptable to the COR.

11) The rescue team must be trained in all potential types of rescues that might be necessary, including an oxygen deficient atmosphere, on the specific permit-required confined space and in accordance with 29 CFR 1926.1200- 1213.

12) Confined space training documentation is required for authorized entrant and additional documentation of training for rescue personnel. General confined space training for authorized entrants will not suffice for rescue personnel. The training for rescue personnel shall be specific to rescue.

13) The rescue personnel training shall include the hazards of the space, use of SCBA or supplied air with SCBA backup while performing rescue, current first aid and CPR, use of rescue and monitoring equipment, use of PPE any all other aspects of 29 CFR 1926.1211.

14) The confined space rescue team will be required to perform a practice rescue in each permit-required confined space prior to the start of work in the permit-required confined space. The practice

01 35 20 - 5 rescue(s) must be documented and include the space, names of rescuers, and methods used. The practice rescue shall be for a worst-case scenario rescue with an unconscious victim.

15) The Contractor must ensure that rescue team members practice making permit space rescues before attempting an actual rescue, and at least once every 12 months, by means of simulated rescue operations in which they remove dummies, manikins, or actual persons from the actual permit spaces or from representative permit spaces.

16) If the Contractor is to provide rescue services through trained employees, the Contractor must maintain training records for the rescue team that include the employee’s names, the name of the trainers and the dates of the training. These records must be available to the COR for review.

17) Whenever the confined space has the potential for gases and vapors, an oxygen deficient atmosphere, or any other hazard that could cause the space to become an IDLH atmosphere due to an upset or failure of ventilation equipment, the rescue team will be trained, medically evaluated, fit tested and will utilize a full facepiece pressure demand SCBA certified by NIOSH for a minimum service life of thirty minutes, or a combination full facepiece pressure demand supplied-air respirator (SAR) with auxiliary self-contained air supply. All coating operations within a confined space will require the rescue team to meet these respiratory criteria.

18) No employee shall enter the permit-required confined space until a mock rescue has been performed. The mock rescue shall be for the most serious incident that could potentially occur (unconscious victim, IDLH atmosphere, etc.).

19) When there is a potential for employee exposure to a substance for which a Safety Data Sheet (SDS) or other similar written information is required to be kept at the worksite, that SDS or written information must be attached to the PRCS entry permit.

20) If an injured entrant is exposed to a substance for which a Safety Data Sheet (SDS) or other similar written information is required to be kept at the worksite, that SDS or written information must be made available to the medical facility treating the exposed entrant.
