About this opportunity

The Air Force Test Center Operational Contracting Squadron at Eglin Air Force Base is seeking multiple award task order contracts (MATOCs) for commercial watercraft to be used as target assets for testing and training purposes. The Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract will be a full and open competition open to both large and small businesses registered in NAICS code 336612 with a size standard of 1,000 employees. The government will use Lowest Priced Technically Acceptable source selection procedures, evaluating proposals based on a Management Plan, Past Performance, and Supplier Performance Risk System rating. The pre-solicitation notice invites potential vendors to review the draft Request for Proposals and provide feedback on potential deficiencies by January 27, 2025. Technical evaluation will focus on contractors' ability to provide various watercraft types, including small, medium, and large vessels, as well as modular and inflatable platforms.

The Air Force intends to award between zero and ten contracts, with a total anticipated contract ceiling of $49,999,999 and individual task order values ranging from $750 to $5,000,000. The contract will have a five-year ordering period, during which contractors will be required to provide watercraft in various conditions (new, used, or salvage) made from materials like fiberglass, metal, or rigid hull inflatable configurations. Contractors must be prepared to deliver vessels ranging from 1' to 500' in length, with specific requirements for power, condition, fabrication, and environmental hazard removal to be defined in individual delivery orders. The pricing structure will require vendors to submit pricing for three example projects: a low-cost modular platform, a 36' fast response fire/rescue boat with trailer, and a coastal patrol craft. Delivery locations will primarily be at Eglin Air Force Base, with potential variations in inspection, acceptance, and berthing requirements specified in individual task orders.
