About this file

This is a Questions and Answers document for draft RFP FA2823-25-R-0004 for Watercraft Targets IDIQ, dated January 23, 2025. The document clarifies that this is not a formal IDIQ submission but rather a draft RFP seeking feedback on the proposed approach.

The Q&A addresses several key points: submissions should be emailed rather than submitted through PIEE; the actual RFP will require pricing for three example projects; only completed past performance demonstrating successful delivery of similar equipment referenced in the Statement of Objectives will be considered valid; and per 52.212-1, the real RFP submission must include a pricing worksheet with pricing for each example project along with data requested in paragraph 5 of the example projects. The document also clarifies that for items 4-6 on page 29 regarding variable brands and suppliers, submissions should focus on the three example projects provided.

FA2823-25-R-0004 – Draft RFP for Watercraft Targets IDIQ Consolidated Requests for Information As of 23 January 2025

Question 1): Is this a formal IDIQ submission, or should we provide an email outlining past performance, complete the attached documents located in SAM, and submit them via email?

Response 1): No, this is a draft RFP to get your thoughts on the proposed approach. The only thing being requested at this time is your feedback on the approach.

Question 2): If this is a formal IDIQ, should the submission be made through PIEE?

Response 2): This is a draft RFP, please email me your responses.

Question 3): I’ve logged into PIEE several times but haven’t been able to locate the IDIQ.

Response 3): The draft RFP is not in PIEE.

Question 4): Regarding the information on page 29 (items 4-6), since brands and suppliers may vary depending on task requirements, how should we handle this variability in the submission? Some task orders may also require custom solutions.

Response 4): Your submission on the real RFP would be on the three example projects.

Question 5): We have a project that has not been completed, how should we address this in our submission?

Response 5): As far as past performance goes, per 52.212-2 Subfactor 2 we are seeking past performance that shows successful completion of delivering same or similar equipment referenced in the Statement of Objectives. If the items have not been delivered then they would not be used in the past performance submissions during the real

RFP.

Question 6): Are we to submit quotes for the items listed as Examples 1, 2, and 3?

Response 6): Per 52.212-1, the real RFP submission should contain the pricing worksheet with the pricing for each example project, and the data requested in paragraph 5 of the examples projects.
