About this file

This Statement of Objectives (SOO) outlines requirements for an IDIQ contract for watercraft targets to be used by the USAF 96th Test Wing at Eglin AFB, FL for weapons testing and training. The SOO specifies four categories of watercraft: Small (1'-40' length), Medium (41'-65' length), Large (66'-500' length), and Low Cost Modular/Scalable and Inflatable Platforms (10'-40' length). Vessels can be new, used, or salvage condition and may be powered or non-powered, constructed of fiberglass, metal, or rigid hull inflatable materials.

The SOO details that specific power requirements, condition standards, fabrication needs, environmental hazard removal, and permits/certifications will be defined in individual delivery orders. Evaluation criteria include trade-offs, pass/fail, past performance, pricing, and schedule considerations, with schedule potentially outweighing cost factors. Inspection and acceptance may occur at Eglin AFB or origin, with rejected items requiring removal within 10 business days. Vessels may need to be berthed in-place, moved near Eglin AFB, or delivered directly to base, with delivery requirements and security clearance needs specified in each order.
