About this opportunity

The Department of Agriculture Agricultural Research Service seeks repair and maintenance of a 100,000-gallon water storage tank at its Appalachian Fruit Research Station in Kearneysville, West Virginia, with proposals due May 20, 2026, and questions due May 8 at 10:00 AM Central Time. This is a Total Small Business Set-Aside under NAICS 237110, with a small business size standard of $45 million.

Place of performance is Kearneysville, West Virginia. A mandatory site visit is required on May 6, 2026, at 10:00 AM local time at the Appalachian Fruit Research Station, with registration due by May 5 to kelly.wright@usda.gov and shawn.thomas@usda.gov. Work must be completed within 90 calendar days of award. The tank, originally built in 1977 and last inspected in February 2026, requires OSHA-compliant repairs (handrail installation, safety covers, anti-skid ladder rungs), critical repairs (interior sediment removal), non-critical repairs (flapper valve and anti-vortex installation), and preventative maintenance (pressure washing, anchor bolt tightening, cathodic protection system installation). Technicians must be trained and experienced in water tank cleaning and 150-foot tower work. Key personnel requirements apply; all travel costs are the contractor's responsibility.

Award will be made as firm-fixed-price to the lowest-priced technically acceptable offeror using LPTA methodology. Offerors must provide a completed SF 1442, transmittal letter with SAM UEI, technical approach narrative addressing work execution methodology and site security, documented experience with two to three recent comparable water tower repair projects, and an SF 24 Bid Bond of not less than 20 percent of proposed price but not exceeding $3 million. Performance and payment bonds are required. Davis-Bacon prevailing wage determinations apply; wage rates range from $21.76 to $57.16 per hour depending on classification. Amendment 0002 effective May 8, 2026, adds the consolidated RFI Q&A and February–March 2026 inspection report. Offers valid for 60 calendar days from close. The Contracting Officer is Kelly Wright, (970) 851-3725.
