About this file

This document is a site visit notice and instructions for a USDA federal solicitation (1232SA26Q0514). The mandatory site visit is scheduled for May 6th, 2026, at 10:00 AM local time at the Appalachian Fruit Research Station & National Center for Cool & Cold Water Aquaculture in Kearneysville, West Virginia. Attendance at the site visit is mandatory for any contractor intending to submit an offer on this solicitation. Contractors must register by May 5th, 2026, by emailing kelly.wright@usda.gov and shawn.thomas@usda.gov with the subject line "1232SA26Q0514 Site Visit Registration," including the names of attendees and company information. Unregistered contractors will not be permitted on-site. The meeting location is outside the Maintenance Shop by the above-ground 30,000-gallon white propane tank, with employee parking available immediately behind the building.

Attendees should be employed by the prime contractor submitting the offer, though subcontractor attendance is permitted if they clearly identify on the sign-in roster which prime contractor they represent. Prime contractors may send proxy subcontractors but cannot send multiple subcontractors to compete against each other. Subcontractors failing to disclose their representing prime contractor will result in that prime contract not receiving credit for mandatory site visit attendance. Questions regarding the solicitation must be submitted via email to kelly.wright@usda.gov no later than May 8th, 2026, at 10:00 AM Central Time, with the solicitation name and number included in the subject line. The primary contact is Shawn Thomas at shawn.thomas@usda.gov or (681) 247-0488.
