The Government intends one firm fixed-price award to the lowest-priced, technically acceptable quoter, provided price is fair and reasonable and past performance is acceptable or neutral. Prevailing wage rates apply under Wyoming Wage Determination WY20260041 dated June 18, 2026. Contractors must furnish performance and payment bonds within 10 calendar days of award. Technical acceptability requires submission of an Experience Questionnaire demonstrating capability in fuel tank removal, surface restoration, key personnel qualifications, quality control approach, and a project-specific quality control plan.
