Design milestones include 35%, 65%, 95%, and final design packages, with submissions of AF3000 documentation within 15 days of award and asset change forms in UNIFORMAT II format.

Evaluation proceeds in three sequential steps: technical proposals rated Acceptable or Unacceptable based on adherence to Statement of Work requirements, project plan, and safety plan; past performance rated Satisfactory or higher using two references from similar work within the past five years; and price, with award to the lowest-priced offeror meeting both technical and past performance thresholds.
