About this file

This is a Request for Information (RFI) Response document providing clarifications and confirmations regarding the Design/Build repair and modernization project for Building 562 at RAF Alconbury. The Government has confirmed the removal of the skylight requirement from the project scope and clarified that as-built AutoCAD drawings and an asbestos inspection report are available for contractor reference. Regarding structural and drainage systems, no structural assessment report or ground drainage survey is currently available, placing responsibility on the contractor to conduct necessary assessments. The Government confirmed there are no passive fire control or firewall requirements, that existing electrical distribution has sufficient spare capacity for the new rear access electric roller shutter door without upgrades, and that removed heating unit pipework may remain in place if demolition is cost-prohibitive, provided it is rendered non-functional and poses no future risks such as legionella contamination in accordance with DAFI32-1020.

Operationally, Building 562 will remain occupied during construction with working hour restrictions from 0730 to 1530 hours to accommodate continued end-user operations and Serco contractor access for material loading and unloading throughout the day. The Government will provide only the area adjacent to the building for staging and laydown; the contractor is responsible for securing, fencing, and equipping this staging area with necessary facilities, with space requirements to be discussed during the design phase. These clarifications establish important parameters for cost estimation, scheduling, and design considerations in responding to solicitation FA557026R0002.

Text version

1. Could the Government provide the "As-Built" AutoCAD drawings for Building 562? Attached.

1. Can the Government confirm the removal of the skylight requirement from the current scope? Yes. The skylight is not a requirement anymore.

1. Regarding the removal of the old heating units, can the Government confirm that the existing pipework can remain in place? If it is cost-prohibitive to demolish the component, it can remain in place as long as it is left in a state where it is incapable of being re-used for any function and won’t also cause any future problems (legionella risk, etc.). Ref. DAFI32-1020 para 3.3.3.3.

1. Could the Government provide the latest Asbestos inspection report for the building? Attached.

1. Is a Structural assessment report available to confirm the condition and load-bearing capacity of the existing steel structure? No Structural assessment report available.

1. Is a Ground drainage survey available to confirm all existing drains are in good working order? No Ground drainage survey available.

1. Could the Government confirm if there are any specific passive fire control or fire wall requirements for this building? There are no passive fire controls or fire wall requirements for this building.

1. Can the Government confirm if the existing electrical distribution board has sufficient spare capacity and available fuse slots to power the new rear access electric roller shutter door, or should the contractor assume a DB upgrade is required? Yes, there is sufficient spare capacity.

1. Will Building 562 remain occupied and operational during the construction works? If so, are there any specific restrictions on working hours, noise, or internal access that the contractor must schedule? End user will have to continue to work as normal, I would suggest there working hours are 0730 to 1530. Noise shouldn’t be too much of a problem, as for access the only thing to take into account is the Serco contractors being able to enter and load up or off accommodate in the load throughout the day.

1. Can the Government confirm if a secure external staging/laydown area will be provided adjacent to Building 562 for skips, scaffolding, and material storage during the project? Only the area adjacent to the building will be provided. The contractor is responsible for ensuring it is fenced, secured/locked, and that they have the facilities and equipment to support. Space required can be discussed during design.
