About this file
Summary of Section L and M – Instructions and Evaluation Factors
This document comprises Section L (Instructions, Conditions & Notices to Offerors) and Section M (Evaluation Factors for Award) of a federal solicitation issued by the U.S. Air Force. The solicitation requires offerors to submit a three-part proposal consisting of a Technical section, Past Performance section, and Price section. The Technical section must include a project plan in narrative format describing how the offeror will adhere to all Statement of Work requirements, including means, methods, timelines, and clearly defined objectives, along with a detailed safety plan covering project-specific safety precautions and procedures. The Past Performance section requires offerors to provide two references from contracts completed within the past five years involving work of similar nature, magnitude, and scope. The Price section must include the total cost to provide all labor, equipment, and materials to accomplish the required work. A mandatory site visit is scheduled for June 11, 2026, at 10:00 a.m., with confirmation of attendee names required by June 9, 2026. The proposal submission deadline is July 2, 2026, and all offerors must maintain active registration status in the System for Award Management (SAM).
Award will be made on a best value basis to the lowest-priced offeror whose proposal receives an ACCEPTABLE rating in technical capability and a SATISFACTORY rating in past performance. Technical proposals are evaluated first on an ACCEPTABLE/UNACCEPTABLE basis based on whether they clearly meet minimum solicitation requirements. Offerors with acceptable technical proposals then proceed to past performance evaluation, where references must demonstrate no adverse findings. Only those meeting both technical acceptability and satisfactory past performance thresholds are ranked by price for final award consideration. The Contracting Officer has determined adequate price competition exists; however, offerors may be required to submit cost justification information if price competition is later deemed inadequate. Proposals failing to meet any requirement may be deemed unacceptable and ineligible for award.
