About this file

This document is Section L (Instructions to Offerors) and Section M (Evaluation Factors for Award) from a federal solicitation.

Offerors must submit proposals consisting of three parts: Technical (including project plan and safety plan), Past Performance, and Price. The Technical section requires a narrative project plan demonstrating how the offeror will adhere to all Statement of Work requirements, including timelines and clearly defined objectives, along with a detailed safety plan addressing the offeror's specific means and methods. The Past Performance section must include two references from contracts within the past five years involving similar work in nature, magnitude, and scope. The Price section must provide the total cost for all labor, equipment, and materials to complete the described work. A site visit is scheduled for June 11, 2026 at 10:00 AM, with attendee confirmation required by June 9, 2026 via email to lawrence.roman.gb@us.af.mil and james.downs.5.gb@us.af.mil. The proposal deadline is July 9, 2026, and offerors must maintain active registration in the System for Award Management (SAM) to be eligible for award.

Evaluation will proceed in a three-step process: first, technical proposals are rated Acceptable or Unacceptable based on meeting minimum requirements; second, Acceptable proposals are evaluated for past performance, requiring a minimum Satisfactory rating; third, proposals meeting previous criteria are ranked by price, with award going to the lowest-priced offeror with Acceptable technical and Satisfactory past performance ratings. The Government has determined adequate price competition exists and will award on a best value basis.
