About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis is soliciting proposals for security system services, specifically maintenance and inspection of closed-circuit television (CCTV) systems located in single soldier barracks at Fort Novosel (formerly Fort Rucker), Alabama. The 164th Theater Airfield Operations Group requires semi-annual maintenance for a comprehensive security camera system consisting of 30 IP cameras with infrared capability, 4 HBG-BB black boxes, video recorders, and associated equipment with centralized monitoring capabilities in Building 8350. Contractors must demonstrate at least three years of recent experience in similar services and provide comprehensive maintenance services including potential equipment replacements up to $3,000 annually, while ensuring compliance with Fort Rucker building codes and security protocols. The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) approach, assessing technical approach, past performance, and price, with technical proposals limited to 40 pages and past performance documentation to 25 pages. The deadline for written questions was July 25, 2025, at 12:00 PM CDT, and all proposals must be submitted via email by August 15, 2025, at 12:00 PM CDT to Contract Specialist Jolene A. Granger and Contracting Officer Erin S. Duncan.

This firm-fixed-price contract opportunity is set aside 100% for small business concerns under NAICS code 561621 (Security Systems Services) with a size standard of $25 million, and the government has confirmed there is an existing incumbent contractor currently providing these services. The contract will span a 12-month base period from September 2025 through August 2030, with four additional option years for continuous maintenance services, creating a potential five-year total performance period. The security system encompasses multiple barracks buildings (8354, 8355, and 8356) with cameras mounted at 12-14 feet heights and requires contractors to provide all-inclusive pricing covering travel, lodging, and comprehensive maintenance services. All contractor personnel must complete AT Level 1 Training, iWATCH program briefings, and obtain proper security clearances and personal identity verification for site access. The contract includes Service Contract Act wage determination requirements for Dale County, Alabama, with net 30-day payment terms and a standard one-year warranty requirement for all installed equipment.
