About this opportunity
The Indian Health Service, a division of the Department of Health and Human Services, seeks to procure virtual medical coding services for the Bemidji Area Office, encompassing three service units: Cass Lake, Red Lake, and White Earth in Minnesota. The contractor will provide off-site coding analysis and completion for outpatient, emergency department, inpatient, behavioral health, telehealth, and tribal health encounters, supporting revenue cycle management and compliance activities. Qualified offerors must hold relevant medical coding certifications, provide all necessary equipment and connectivity, and comply with HIPAA requirements through execution of a Business Associate Agreement. The evaluation will prioritize past performance at 60 percent weight and technical capability at 40 percent weight, with past performance considered greater than price when combined. Proposals are due on February 18, 2026, at 1:00 p.m. Central Time, and the government intends to award without discussions.
This solicitation is set aside for 100 percent Indian Economic Enterprise (IEE) participation, requiring offerors to maintain 51 percent ownership by a member of a federally recognized tribal entity at offer submission, contract award, and throughout contract performance. The contract will be structured as a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with a base period plus two one-year option years commencing May 1, 2026, with a total maximum contract value not to exceed $2 million and a minimum guarantee order of $10,000. The anticipated annual volume includes approximately 250 inpatient encounters, 61,000 outpatient encounters, and 9,500 emergency department encounters across all three service units, with specific monthly volumes outlined for each location. The contractor must supply all computers, phones, headsets, and connectivity, and payment will be based on unit cost per completed encounter with invoicing structured separately by site and encounter type. Services will be performed remotely with access to coding systems via VPN, and the place of performance is Bemidji, Minnesota 56601.
