About this file

This file is a Questions and Answers document related to RFP 75H70526R00002 for Virtual Coding Services. It clarifies key contracting and operational requirements for offerors. This is a new requirement (not a follow-on contract) for area-wide coding services at three service units: Red Lake, Cass Lake, and White Earth within the Bemidji Area Office of the Indian Health Service. The government will not provide equipment; contractors must supply all computers, phones, headsets, and connectivity. Pricing shall be structured as unit cost per completed encounter for each CLIN (Outpatient/Emergency Department/Inpatient), and invoicing must include encounter type, quantity completed, unit price, subtotal per encounter type, and total amount due, with separate monthly invoices per site. Timesheets are not required.

Coders must hold specific certifications, and contractors will access coding systems (RPMS, EHR, VISTA) via VPN. The anticipated monthly encounter volumes are: Cass Lake—1,380 outpatient, 750 ED (inpatient unit reopening); Red Lake—1,980 outpatient, 9 inpatient, 825 ED; White Earth—1,070 outpatient (no inpatient or ED). The RFP closes on February 18, 2026, at 1 p.m. Central Time. This opportunity is set aside for 100% Indian Economic Enterprise (IEE) certification, and will be awarded as a Firm Fixed Price IDIQ contract with a base period plus two one-year options.
