B.6 PERFORMANCE WORK STATEMENT
1. BACKGROUND
This is an Area-wide medical coding encounter contract for the Bemidji Area Indian Health Service (BEMIDJI IHS), encompassing the Cass Lake, Red Lake, and White Earth Service Units. The IHS relies on contracted resources with specialized expertise to provide medical coding services when internal capacity is unavailable. Proper medical coding is crucial for ensuring compliance, reimbursement, and the integrity of patient health records, as emphasized by the Office of the Inspector General (OIG) of the Department of Health and Human Services (DHHS). The OIG maintains that all Medicare and Medicaid participants have an ethical and legal duty to ensure their transactions with CMS comply with Federal and State regulations.
Contracted services support adherence to CMS and other regulatory requirements while upholding professional and ethical standards. The BEMIDJI IHS follows official coding guidelines for systems such as the International Classification of Diseases (ICD-CM), Current Procedural Terminology (CPT), and the Healthcare Common Procedure Coding System (HCPCS).
Coding services strengthen revenue cycle management, promote ethical compliance, and improve healthcare outcomes. The Cass Lake Service Unit operates a hospital and clinic providing emergency and inpatient care as well as several tribally operated outreach clinics; the Red Lake Service Unit includes Red Lake Hospital and the Ponemah Health Center; and the White Earth Service Unit delivers ambulatory and specialty care through the White Earth Health Center and its field clinics in Naytahwaush and Pine Point, MN.
Given the diversity of services, specialized visits, and staffing challenges across these facilities, off-site medical coding support is critical to maintaining productivity, addressing backlogs, and ensuring data quality and compliance. Accurate coding and documentation are integral to patient care, timely reimbursement, and the reliability of health information across the Bemidji Area IHS.
2. OBJECTIVE
The objective of this contract is to provide Area-wide, off-site medical coding services to support the Bemidji Area Indian Health Service, covering the Cass Lake, Red Lake, and White Earth Service Units, with a base year and two option years. This requirement will be fulfilled through a Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Services will include current and future “Patient Care Component (PCC)” and Electronic Health Record (EHR) analysis, review, and completion of coding for Outpatient, Inpatient, Emergency Department (ED), Behavioral Health (BH), Telehealth and Tribal health encounters. Medical coding services are essential to maintaining an accurate coding queue and supporting a complete and accurate medical record. These medical coding services will support revenue cycle management activities, retrospective provider audits, and staff instructions/training based upon audit findings/SU requests/new initiatives. All activities performed under this firm fixed-price contract will be guided by Centers for Medicare & Medicaid Services (CMS), Federal, and State regulations, ensuring compliance, consistency, and integrity in medical record documentation and reimbursement processes across the Cass Lake, Red Lake, and White Earth Service Units, as well as the Bemidji Area Office.
