About this opportunity
The United States Special Operations Command (USSOCOM) is seeking Non-Standard Maritime vessel repair services for Special Boat Team 22 located at Stennis Space Center, Mississippi. The solicitation requires contractors to provide comprehensive maintenance, repair, and overhaul capabilities for a fleet of 10 watercraft including a 50' Ocean Sport Fisher, 38' Fountain Center Console, various Boston Whalers, jet skis, and other specialized vessels. Contractors must demonstrate technical capability by maintaining repair facilities within 60 miles of Stennis with water access to the Gulf of Mexico, capability to handle vessels up to 50 tons, marine lift equipment, and certified technicians for engine repairs using only OEM parts and technical manuals. The evaluation will assess technical capability, past performance, small business subcontracting plans (for large businesses), and price, with awards made to the lowest-priced offeror meeting all criteria. Questions are due by 5:00 PM Pacific Time on July 17, 2025, to john.knizner@socom.mil, with quote submissions due August 4, 2025.
This solicitation is set aside for Women-Owned Small Business (WOSB) concerns, specifically Economically Disadvantaged Women-Owned Small Business (EDWOSB) entities, and no current incumbent contractor is identified. The contract is structured as a firm-fixed price, indefinite delivery, indefinite quantity (IDIQ) agreement with a maximum value of $1,750,000 over an anticipated performance period of sixty-six months. The work encompasses multiple repair packages for each vessel type, with individual repair timelines ranging from 2 to 120 days depending on the complexity of the work. Large business offerors must submit small business subcontracting plans targeting 21% overall small business participation with specific subcategory goals including 5% for small disadvantaged businesses and 3% for service-disabled veteran-owned businesses. Performance will primarily occur at the contractor's facility, though work may be specified at other locations through task orders, with all repairs requiring detailed documentation and warranty information.
