About this file

This document is an Attachment 01 - Basis for Award for a vessel repair solicitation issued by the United States Special Operations Command at Stennis, Mississippi. The government will award the contract to the lowest-priced offeror meeting specific evaluation criteria across four key areas: Technical Capability, Past Performance, Small Business Sub-Contracting Plan (for large businesses), and Price.

Offerors must demonstrate technical capability including repair and maintenance functions for vessels, facilities within 60 miles of Stennis, water access to the Gulf of Mexico, marine lift capabilities for 50-ton vessels, berth capacity, and mechanical repair abilities. Past performance will be evaluated on recent, relevant work history. Large businesses must submit a small business subcontracting plan meeting a 21% small business goal. Pricing will be assessed under FAR 13.106-3, with quotes potentially disqualified if pricing cannot be determined fair and reasonable. Quotes must receive an acceptable rating in all evaluation areas to be considered for award, and the government reserves the right to cancel, revise, or reopen the solicitation if no acceptable quotes are received.
