About this opportunity
The Army Contracting Command – Rock Island Arsenal seeks to award a Vendor Managed Inventory (VMI) system contract for tool and fixture making hardware supporting the Joint Manufacturing and Technology Center, with offers due August 11, 2026 at 10:00 AM. The procurement is an IDIQ with five one-year ordering periods and is designated for Women-Owned Small Businesses, issued on a full and open basis under FAR Part 12.
Place of performance is the 4th floor of Building 220 at Rock Island Arsenal, Rock Island, Illinois 61299-5000; delivery is FOB Destination. The contractor must supply, install, stock, and maintain contractor-supplied cabinets, bins, and shelves stocking government-owned racks with steel materials (AISI grades and aluminum) and tooling components (fasteners, clamps, locators, pins, and related hardware). Minimum and maximum inventory quantities are specified in the Price Matrix (Attachment 0001).
The contract carries a five-year base period with a 60-day phase-in including weekly government meetings. The contractor must maintain 24/7 system availability with guaranteed 30-minute emergency response and guaranteed on-site presence within 24 hours for expedited requests. Work authorization is limited to Monday–Friday, 6:00 AM–2:30 PM, with Contracting Officer's Representative approval required for hours outside this window. Contractor personnel must comply with Rock Island Arsenal security requirements including background checks, Anti-Terrorism Level I and iWatch training, RAMP participation, and specified personal protective equipment.
Contractor-supplied equipment costs (cabinets, software, installation, connectivity, maintenance, onsite labor) must be allocated across unit prices in the Price Matrix; no separate CLINs exist for these items. Pricing must be firm fixed and complete across all five ordering periods on the Steel and Tooling tabs. The maximum quantity is five lots with a guaranteed minimum of one lot. Award is made to the lowest total evaluated price. Monthly invoicing flows through Defense Finance and Accounting via Wide Area Workflow. The contractor submits weekly stock reports, bi-weekly consumption reports, and an inventory road map in Excel or PDF format to the Contracting Officer's Representative. The NAICS code is 332510, Hardware Manufacturing; PSC is 5340, Hardware, Commercial.

Amendment 0001:
The purpose Amendment 0001 is to publish questions and answers for Solicitation W519TC26QA141.
1. Question: When may the contractor invoice? The PWS says the Government assumes ownership when an item is removed from the cabinet, but it also says the contractor may invoice after stocking.
Answer: The contractor shall invoice monthly, stated in section 6.3 in the PWS. “The Contractor shall submit invoices for approval and payment on a monthly basis. The contractor’s monthly invoice may include cost incurred from multiple visits within the month” which will be invoiced through Defense Finance and Accounting (DFAS) via Wide Area Workflow (WAWF). See DFARS 252.223-7003 & 252.223-7006 for additional guidance on invoicing.
2. Question: Where are the VMI equipment costs placed? There is no separate CLIN for cabinets, software, installation, connectivity, maintenance, or onsite labor. Should those be allocated across the item unit prices?
Answer: Per 1.1, Scope of the PWS, the items shall be placed in the vendor supplied cabinets/bins/shelving and designated Government owned racks. The Contractor shall provide, install, stock, and maintain the cabinets/bins/shelves. Therefore, ALL COSTS of services and supplies shall be included on the corresponding price matrix items, quote must be complete and accurate.
3. Question: Minimum versus maximum quantities. The guaranteed minimum is based on the minimum-on-hand quantities, but the spreadsheet’s evaluated extended prices appear to use maximum quantities. Can you confirm the intended calculation and initial delivery order quantity?
Answer: The extended price is what our maximum quantity is for storage, and for projected usage.
4. Question: Site access before bidding. The contractor is instructed to verify cellular reception for the electronic cabinets. Will that be offered so the proposed VMI operator can inspect the 20-by-50-foot room and test connectivity?
Answer: A site visit can be approved for this solicitation, please reach out to travis.l.thomas38.civ@army.mil to coordinate a visit.
