This is a Standard Form 30 (SF 30) Amendment of Solicitation/Modification of Contract issued by Army Contracting Command - Rock Island (ACC-RI) on July 17, 2026, for Solicitation W519TC26QA141.
The amendment adds solicitation questions and answers to the original solicitation for a Vendor Managed Inventory (VMI) type contract for Tool and Fixture Making Hardware supporting Rock Island Arsenal's Joint Manufacturing and Technology Center. The Government intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract with five one-year ordering periods under Firm Fixed Price (FFP) terms, spanning from the date of award through 1,826 calendar days. The contract covers Steel and Tooling categories with a maximum quantity of five lots for CLIN 0001, a guaranteed minimum quantity of one lot, and ship-to location at Rock Island, IL 61299-5000. Offerors must complete the Price Matrix (Attachment 0001) with firm fixed unit prices for all items and all ordering periods; incomplete submissions may be rejected. Award will be made to the offeror with the lowest total evaluated price. The solicitation is issued on a Full and Open basis under the Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12 for commercial items. Key deliverables include weekly stock reports, bi-weekly consumer reports, and inventory road maps. Delivery to Rock Island Arsenal requires visitor pre-registration at least three business days in advance, and drivers must meet Real-ID access requirements and U.S. citizenship/background check standards. Government points of contact are Travis Thomas (Contract Specialist) and Kelly Hendricks (Contracting Officer).
