About this opportunity

The USDA Forest Service Pacific Northwest Region is procuring janitorial services for vault toilet cleaning at recreation sites across Olympic National Forest and Mt. Baker-Snoqualmie National Forest. The contractor must provide all personnel, supplies, transportation, and equipment necessary to clean and maintain various toilet facilities including single and double riser vault toilets and multi-stall flush toilet buildings at 77 distinct sites. Services include garbage removal, toilet paper restocking, disinfecting surfaces, sweeping and mopping floors, and removing spider webs to ensure facilities present a clean, orderly appearance. This is a requirements contract structured with one base year running from contract award through April 30, 2026, and four optional years that could extend through April 30, 2030. Amendment 001 extended the proposal deadline to June 26, 2025, at 2:00 PM PDST and clarified that contractors must provide pricing for one trip to each designated site, which the Forest Service will use to determine the lowest vendor and calculate the number of trips required during the vault toilet season from May to September.

This opportunity is set aside exclusively for small businesses under NAICS code 561720 (Janitorial Services), with the agency having the flexibility to award to one or two vendors based on best value determination. No incumbent contractors are identified in the solicitation documents. While specific contract values are not disclosed, the solicitation indicates that work will be ordered through task orders with potential for multiple site visits per week during the active season. The contract covers facilities ranging from campgrounds and trailheads to day-use areas spread across two major national forests in Washington State, with sites organized into geographical groups including Hoodsport, Quilcene, Forks, Quinault, and Skykomish areas. Performance will occur at recreation sites throughout the Olympic National Forest and Mt. Baker-Snoqualmie National Forest, with the place of performance listed as Olympia, Washington.
