About this file

This is a Request for Proposal (RFP) for vault toilet janitorial services at Olympic National Forest and Mt. Baker-Snoqualmie National Forest. The solicitation (1240BD25Q0023) seeks a contractor to provide cleaning services for various vault and flush toilets across multiple recreation sites, including campgrounds, trailheads, and day use areas. The contract is a requirements contract with one base year (05/16/2025 to 04/30/2026) and four optional years, potentially extending through 04/30/2030. It is set aside for small businesses under NAICS code 561720, with the ability to award to one or two vendors depending on best value.

The scope of work involves cleaning and maintaining toilet facilities, which include single and double riser vault toilets and multi-stall flush toilets. Contractors must provide all personnel, supplies, transportation, and equipment necessary to ensure clean, orderly facilities. Key requirements include garbage removal, toilet paper restocking, disinfecting surfaces, sweeping and mopping floors, and removing spider webs. The solicitation allows contractors to bid on either forest or both, with pricing to be used for task orders throughout the contract period. Technical points of contact are Nicholas Lichtenstadter and Matthew Kenney for Mt. Baker-Snoqualmie National Forest, and Brent Freeman for Olympic National Forest. The proposal response is due by 23 June 2025 at 1400 PDST.
