About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 17 is seeking a contractor to provide non-emergent wheelchair transportation services for the Dallas VA Medical Center, serving over 235,000 veterans across a 47-county service area in North Texas and southern Oklahoma. The contractor must supply all vehicles, personnel, management, supplies, equipment, and reporting to support 24/7 availability of transportation services on an as-needed basis, including weekends and holidays, in compliance with all federal, state, and local regulations. Key contract requirements include maintaining a Quality Control Plan, passing background investigations, providing TB testing documentation, carrying appropriate insurance, and submitting electronic invoices via the VetRide Vendor Portal within 30 days of service delivery. The government will evaluate proposals using a best-value tradeoff approach that weights technical capability and past performance more heavily than price. Critical deadlines include February 13, 2026, at 12:00 PM Central Time for vendors to register for the pre-solicitation conference scheduled for February 18, 2026, from 10:00 AM to 12:00 PM, and the formal Request for Proposals is expected to post on or about March 1, 2026.
This procurement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under the Veterans First Program, issued under NAICS code 485991 with a $19 million small business size standard. No incumbent contractor information has been disclosed in the pre-solicitation materials. The contract structure is a single-award, indefinite-quantity firm-fixed-price agreement with an Indefinite Delivery, Indefinite Quantity (IDIQ) minimum of $5,000 and maximum of $100,000,000, running from April 1, 2026, through March 31, 2031, across five separately priced one-year ordering periods. The government estimates approximately 93,585 non-emergent wheelchair trips with 300-pound capacity and 2,000 trips exceeding 300-pound capacity per ordering period, plus 60,000 miles of additional mileage and 50 units of waiting time. Interested vendors should contact Anitra Carter (anitra.carter@va.gov) and Astrid McKinney (astrid.mckinney@va.gov) to register for the pre-solicitation conference and review the draft RFP, cover letter template, and vendor questionnaire now available for planning purposes.
