About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 17 has issued a Sources Sought Notice for Special Mode Wheelchair Transportation Services supporting the North Texas VA Medical Center Catchment Area of Operations. The procurement seeks non-emergent transportation services for veterans to and from medical appointments across multiple counties in Texas and Oklahoma, utilizing ADA-compliant wheelchair-accessible vehicles operated 24/7/365. Key requirements include responding to transport requests within one hour (20 minutes for STAT notifications), maintaining clean and safe vehicles, employing English-speaking drivers with proper licensing and background checks, and utilizing the VetRide Third Party Portal for trip management. The VA is conducting market research to determine the appropriate procurement strategy and is particularly interested in identifying available Service-Disabled Veteran Owned Small Businesses that can provide these services. Interested contractors must submit responses by 10:00 AM Central Time on Wednesday, October 22, 2025, including business information, SAM registration details, NAICS codes, and optional estimated pricing breakdowns per mile and base rates.
This opportunity is designated as a Service-Disabled Veteran-Owned Small Business set-aside under NAICS code 485991 (Special Needs Transportation). The contract scope encompasses an estimated 44,300 patient trips per year across the North Texas catchment area, indicating substantial service volume requirements. No current incumbent contractors are identified in the notice, as this appears to be a new or re-competed requirement. The VA has not disclosed specific budget ranges or award values but is requesting market research pricing from potential vendors to inform their procurement strategy development. Respondents are asked to provide details about their current fleet size and ability to acquire additional vehicles to meet the service requirements, suggesting the contract may require significant operational capacity and scalability.
