This combined synopsis and solicitation is a Request for Quotations (RFQ) for commercial hotel services using streamlined procurement procedures under FAR subpart 12.6. Key contract requirements include providing hotel accommodations at facilities located within 1.2 miles of the VA Medical Center, with American Disabilities Act (ADA)-compliant rooms available as needed, across four specified hotels: Super 8 Wyndham, White River Inn & Suites, Hampton Inn, and Comfort Inn. The government anticipates approximately 68 monthly stays for the Veteran Lodging program and 14 monthly stays for the Emergency Shelter program. Award will be made to the quote representing the best value to the government based on evaluation criteria including price, technical capabilities, and past performance. The deadline for quote submission is January 9, 2026, at 12:00 PM Eastern Time, and all interested vendors must monitor SAM.gov Federal Business Opportunities for any amendments to this solicitation.

This solicitation carries a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) set-aside designation, with no incumbent contractor identified. The contract period extends from January 19, 2026, through January 18, 2031, consisting of a base year plus four optional renewal periods. While no specific award value or budget range is disclosed in the solicitation documents, the estimated volume of approximately 816 annual stays for the Veteran Lodging program plus 168 annual stays for Emergency Shelter provides a basis for value assessment. Prospective vendors must be registered in both SAM.gov and the SBA's VetCert database, verified by the Small Business Administration, and vendorized through VA Form 10091 at the Vendor Registration and Liability Application system prior to contract award. Performance will take place at Veterans Drive, White River Junction, Vermont 05001.
