About this opportunity
The Department of Veterans Affairs, through Network Contracting Office 2 at Bath VA Medical Center, is procuring emergency residential housing and case management services for homeless Veterans on behalf of the VA New Jersey Health Care System, with quotes due December 9, 2026 at 16:30 ET under Amendment 0005. The solicitation is unrestricted (No Set-Aside Used) and seeks a single vendor under the Community Based Health Care for Homeless Veterans (HCHV) program, coded NAICS 624221 (Temporary Shelters) and PSC G004.
The base period runs October 1, 2026 through September 30, 2027, with four one-year options, and total contract value is capped at $11.0 million. The Government guarantees a minimum order of $25,000 during the base period only. Pricing is an all-inclusive daily rate per eligible Veteran bed day, with estimated quantities of 10,950 bed days annually.
The facility must maintain a minimum of 30 beds in one of the named New Jersey counties (Bergen, Essex, Hudson, Hunterdon, Mercer, Middlesex, Monmouth, Morris, Ocean, Passaic, Somerset, Sussex, Union, or Warren) and serve approximately 30 homeless Veterans per day, 24 hours a day, 365 days a year. Amendment 0004 reduces the accessible-bed requirement from 33 percent to 30 percent (9 of 30 beds), with accessible beds serving both male and female veterans without segregation. Other requirements include Individual Service Plans within two weeks of admission, housing placement goals of 60 to 90 days with a 180-day maximum, weekly one-on-one case management, medication monitoring in secure storage, HMIS recordkeeping, and NFPA 101 fire safety compliance. Staffing includes a full-time on-site administrator, a clinical supervisor, case managers at a maximum 1:20 ratio, and CPR-certified personnel available 24/7. Performance metrics require at least 55 percent positive discharges, no more than 20 percent negative discharges, and zero unacceptable discharges.
Amendment 0003 suspended the due date indefinitely pending litigation before the U.S. Court of Federal Claims. Amendment 0005 lifted that suspension on November 5, 2026, and requires offerors to return the signed amendment with their quotation to Contracting Officer Danelle Wassink (607-664-6337; Danelle.Wassink@va.gov). Service Contract Act wage determinations for the New Jersey counties are attached.
