About this opportunity
The Department of the Navy Naval Supply Systems Command seeks repair, maintenance, and alteration services for USS MIGUEL KEITH (ESB-5) at a Thailand or Singapore facility, with proposals due May 11, 2026 at 11:00 AM Singapore Standard Time. Award is restricted to firms holding active Master Ship Repair Agreements (MSRA) or Agreements of Boat Repair (ABR).
Place of performance includes Thailand or Singapore during the period September 26 through December 10, 2026, with an optional extension through December 26, 2026. Work spans two specifications: Military Sealift Command SSU SN 27-001 and Ship Repair Facility SING 003-27. Services include structural repairs (RADOME AN/SPS-77(V)3 service platform, fiddle board replacement, forward mast preservation), flight deck nonskid replacement, welding operations, machinery space crane and hoist inspection and certification, fire detection system work, and one-year maintenance services for compressors, hoists, and portable fire extinguishers. Contractors must resubmit hot work and welding documentation for SRF review prior to commencing work, regardless of prior NAVSEA qualifications. For flight deck critically coated areas, contractors must meet NAVSEA Standard Item 009-032 coating requirements; AMPP Basic Coatings Inspector certification alone is insufficient. Locally certified vendors meeting required qualifications are acceptable for crane and hoist inspection where OMT representative approval is obtained. Total estimated material value is $1,970,300 with 11,515 allocated labor hours for time-and-materials growth work.
The NAICS code is 336611, Ship Building and Repairing. Evaluation criteria include price (lowest total evaluated price) and non-price technical factors: understanding of work package, ability to perform, management control, quality assurance, and past performance. The Government intends award based on initial proposals but reserves the right to conduct discussions if necessary. Contracting Officer Hipolito Ferrer can be reached at hipolito.p.ferrer.civ@us.navy.mil for solicitation attachments distributed via DoDSafe email.
