About this file
This is a Questions and Answers document from a federal contract solicitation (N6264926RL004 A0009) for specification item 634-21-001 titled "Flight Deck Nonskid; replace."
The document addresses contractor qualifications for work on critically coated areas of US Navy ships. A contractor inquired whether AMPP Basic Coatings Inspector (BCI) certification for their coating inspectors and QP1 company certification for Altrad FRP would be acceptable for this work. The government's response clarifies that while Altrad FRP holds QP1 certification, the company lacks marine ship experience and would require review of its training program and executable processes before approval to work on critically coated areas. Additionally, AMPP Basic coating inspectors do not meet the critically coated area requirements specified in NAVSEA Standard Item 009-032, indicating that more advanced certification levels are required for this Navy vessel maintenance work.

SPECIFICATION ITEM NO.: 634-21-001 PARA. NO.: N6264926RL004 A0008
TITLE: Flight Deck Nonskid; replace
QUESTION:
Please see the response of our QP-1 vendor, for your reference.
Our Coating Inspector are certified AMPP Basic Coatings Inspector (BCI) not as QP1. Altrad FRP as a company is certified QP1 contractor to execute field works.
Please confirm if this is acceptable or not.
ANSWER: While Altrad FRP is a certified QP1 they have no marine ships experience and a review of the training program and other executable processes would be needed prior to stating or approving this company to work on critically coated areas on US Navy ship. As for the AMPP Basic coating, inspectors do not meet the critically coated area requirements as called out in NAVSEA Standard Item 009-032.
