About this file

This is a Questions and Answers (Q&A) document for federal contract N6264926RL004 A0004 regarding maintenance, repair, and alteration (MTA) services for the USS MIGUEL KEITH, a naval vessel. The document addresses contractor inquiries across multiple specification items and provides government responses to proposed alternatives and technical clarifications.

Key service areas covered include: general ship services (electrical shore power, potable water, heat lamps, crane/forklift services), information technology services, hazardous waste disposal, ship general preservation, main diesel engine overhaul support, bridge search lights installation, radar annual service, ECDIS (Electronic Chart Display and Information System) annual service, gyro system preventive maintenance, cargo fuel hose testing, LP air station overhaul, air handling unit service and repairs, deck crane inspection, and firefighting system inspections. Notable approved alternatives include use of portable generators for electrical power (capable of maintaining specified amperages and voltage), portable water delivery by barge/truck, mobile phones instead of telephone cable lines, and power tool cleaning (SSPC-SP 11) instead of water jetting or abrasive blasting for surface preparation, provided manufacturer application requirements are met. The government confirmed that Government-Furnished Materials (GFM) including searchlights, control panels, and cables will be provided for the bridge light upgrade. For items listed as "To Be Determined" (TBD), the government indicated these will be addressed through Conditions Found Reports (CFR) and Contract Change Orders (CCO) as needed. Materials with extended lead times (4-6 weeks) have been designated as Contractor-Furnished Materials (CFM) with sufficient procurement time before the vessel's 3+ month availability window.

N6264926RL004 A0004 USS MIGUEL KEITH MTA

SPECIFICATION ITEM NO.: 0011__________________ PARA. NO.: 7.1.1, 7.2.12, 7.2.27

TITLE: GENERAL SERVICES FOR SHIP__________________________________________

QUESTION:

7.1.1 Electrical Shore Power

Since our proposed port does not have the capacity to provide Electrical Shore Power as required in the work specifications, we would like to propose to provide portable generators that can meet the requirement.

Please confirm if this is acceptable.

Portable generators are acceptable but must be capable of being adjusted to, and maintaining the listed amperages and voltage.

7.1.2 Potable Water

Since our proposed port does not have the capacity to Potable Water Line as required in the work specifications, we would like to propose to provide portable water by barge/truck to meet requirement. Total supplied water will be based on actual volume received by the ship.

This is acceptable and has been done in the past.

7.2.12 Heat Lamps

Our country has warm weather conditions, and we have not provided this service in our past projects with US Navy Ships. Kindly advise if we can delete this work item in the package.

Concur. Due to the potential locations climates the heat lamp requirement can be removed.

7.2.27 Crane, Forklift and Transportation Services

Since the ship will be berthing at Third Party Port, crane charges will not be charged on per lift but on a per day basis. We will provide crane daily at the port during the whole duration of the PoP.

This is the same arrangement as what we have provided for all MTA/ROH of US Navy Ships.

This is acceptable, SPECIFICATION ITEM NO.: 0012__________________ PARA. NO.: 3.1.1 – 3.1.3_________

TITLE: INFORMATION TECHNOLOGY SERVICES_________________________________

QUESTION:

Since our proposed port does not have the existing telephone cable lines, we would like to propose to provide mobile phones as an alternative. This is the same arrangement as what we have provided for previous USNS MTA.

This is acceptable.

SPECIFICATION ITEM NO.: 0023__________________ PARA. NO.: 2.2.1___________

TITLE: HAZARDOUS WASTE DISPOSAL AT A CONTRACTOR'S FACILITY

QUESTION:

Please provide the estimated quantity for each item listed in enclosure 2.2.1.

ANSWER:

Enclosure 2.2.1 is provided as an example of wastes, that at times, have been determined to be hazardous based on locality. Contractor should cross out items that are not considered hazardous in their location, and bid per paragraph 7.4.1. Any additional quantities will be addressed via RFP/CCO.

SPECIFICATION ITEM NO.: 0102__________________ PARA. NO.: 7.10.5___________

TITLE: SHIP GENERAL PRESERVATION

For surface preparation, the WI specifies ultra‑high‑pressure water jetting or dry abrasive blasting in accordance with SSPC‑SP 10 / NACE 2. However, we would like to propose using SSPC‑SP 11 (Power Tool Cleaning to Bare Metal) as an alternative method for surface preparation.

Power tooling is acceptable provided the method removes at least the required amount of coatings and scaling and provides the correct surface profile per manufacturer’s application requirements.

SPECIFICATION ITEM NO.: 0201__________________ PARA. NO.: 7.5___________

TITLE: MAIN DIESEL ENGINE OVERHAUL SHIPYARD SUPPORT

To provide an estimate, we will need the actual dimensions, weight, and commercial invoices.

\\UNQUOTE\\

The Unit numbers and model numbers provided were used by OEM service technician in 2025 to generate the service report this work item is in response to.

If the quantities are not in accordance with OEM replacement recommendations, proposal should include the correct quantities. The number of requested CFM parts was directly pulled from the OEM service report.

The keel for MGK was laid in 2018. CFM parts list was obtained in one of two places, OEM service report listing recommended repairs, or OEM parts quote during market research.

Government has no knowledge of when OEM changed diameters of pullies. Any required parts or supplies not listed (CFM or GFM) should be included in proposal for technical review and award through the contract. Any differences or discrepancies discovered while work is in progress should be addressed as promptly as possible with a CFR so government can start RFP/CCO and repairs can be completed.
