About this opportunity
The Department of the Navy's Program Executive Office USC and Project Management Office (PMS 300) issued this Special Notice to announce an Industry Day event for the recapitalization of the USS Arizona Memorial Tour Boat fleet. The event is scheduled for March 18-19, 2026, at Joint Base Pearl Harbor-Hickam in Honolulu, Hawaii, and is open to all interested U.S. corporations with no small business set-aside restrictions. This Special Notice was posted on February 25, 2026, and serves as an informational opportunity rather than a formal solicitation or commitment to award a contract. The Navy is seeking industry feedback on different recapitalization strategies for the six-boat fleet that currently operates two rotating vessels 11 hours per day, 362 days annually, to provide access to one of the Nation's most sacred memorials.
The primary objective of the Industry Day is to obtain industry feedback on recapitalization courses of action—whether new construction, refurbishment, or conversion—and to increase the fidelity of work estimates to inform the program's broader market research, with contract award anticipated in fiscal year 2027. Interested companies must register by March 10, 2026, at 1600 EDT and submit Form SECNAV 5512/1 with a Real ID Act Compliant ID, while providing contact information for up to three company representatives and disclosing any active CMMC certifications. Eligible attendees must be U.S. citizens with no prior felony convictions and must have valid base access credentials or complete visitor pass processing prior to the event. Day one includes a strategic briefing, detailed operational and maintenance briefing, a two-hour hands-on vessel inspection, infrastructure presentations, and an operational tour ride, while day two consists of one-on-one meetings between government and industry representatives to address feedback and unresolved questions. The tour boats must meet specific requirements including a crew of three or fewer, passenger capacity of 149 with six wheelchair spaces, minimum five-knot speed at full load, and compliance with 46 CFR Subchapter T regulations, with desirable attributes including clean energy-efficient propulsion, low maintenance costs, and reduced noise.
Notice text
PMS 300 will host an Industry Day to provide an overview for the recapitalization effort of the USS Arizona Memorial (AZM) Tour Boat (TB) fleet, hereafter referred to as the AZM TB. The AZM TB fleet of 6 boats is designed to support a mission of two boats (rotating) operating 11 hours per day for 362-days a year to provide access to one of the Nation’s most sacred memorials. Overall, the AZM TB must be reliable, fuel efficient, provide for a solemn ride, and not detract from the memorial experience. The overall mission objective is "Reliable, Efficient, and Solemn.”
Industry Days will be held on 18 March 2026 and 19 March 2026 at the Joint Base Pearl Harbor-Hickam, Honolulu, Hawaii . The objective of this event is to obtain industry feedback on different recapitalization courses of action (whether that be new construction or refurbishment) and to increase the fidelity of any work estimates to help inform the program’s broader market research. All questions shall be submitted by the due date of this notice, 10 March 2026, by email to Jason Pratt, Contact Specialist. Questions and answers will be presented at Industry Day.
