About this file

This document is a SAM.gov Special Notice announcing an Industry Day for the USS Arizona Memorial (AZM) Tour Boat Fleet recapitalization project. The U.S. Navy's Boat and Craft Program Office (PMS 300) is hosting a two-day Industry Day on March 18-19, 2026, at Joint Base Pearl Harbor-Hickam in Honolulu, Hawaii, to solicit industry feedback on vessel recapitalization strategies. The AZM tour boat fleet of six vessels currently operates two boats on a rotating basis, 11 hours per day for 362 days annually, supporting access to the USS Arizona Memorial. The Navy seeks industry input on viable courses of action including new construction vessels with modern diesel, hybrid-electric, or all-electric propulsion systems, as well as refurbishment and conversion options for existing vessels. The primary mission objectives are reliability, fuel efficiency, and providing a solemn visitor experience.

Participation in the Industry Day is open to all interested U.S. corporations with no small business set-aside restrictions. Registration is mandatory and must be completed by 1600 EDT on March 10, 2026, through the provided online form. Eligible attendees must be U.S. citizens with no prior felony convictions. Registrants must submit Form SECNAV 5512/1 with a Real ID Act Compliant ID, provide contact information for up to three company representatives, and disclose any active Cybersecurity Maturity Model Certification (CMMC) Level 1, 2, or 3 certifications. The first day includes a Navy briefing, AZM boat ride, and vessel inspection; the second day consists of one-on-one meetings between government and industry representatives. Photography and video recording are strictly prohibited due to active installation security requirements. This Special Notice is issued for informational and planning purposes only and does not constitute a solicitation or commitment to award any contract. The Government will not reimburse attendees for costs incurred. All future updates will be posted exclusively on SAM.gov.

Description

1. SUMMARY: PMS 300 will host an Industry Day to provide an overview for the recapitalization effort of the USS Arizona Memorial (AZM) Tour Boat (TB) fleet, hereafter referred to as the AZM TB. The AZM TB fleet of 6 boats is designed to support a mission of two boats (rotating) operating 11 hours per day for 362-days a year to provide access to one of the Nation’s most sacred memorials. Overall, the AZM TB must be reliable, fuel efficient, provide for a solemn ride, and not detract from the memorial experience. The overall mission objective is "Reliable, Efficient, and Solemn.”

Industry Days will be held on 18 March 2026 and 19 March 2026. The objective of this event is to obtain industry feedback on different recapitalization courses of action (whether that be new construction or refurbishment) and to increase the fidelity of any work estimates to help inform the program’s broader market research.

2. BACKGROUND

The current fleet of six AZM TBs has been in service for over a decade, honorably transporting millions of visitors to this hallowed site. However, the fleet now faces challenges that impact mission readiness and the visitor experience. The vessels experience operational risk due to the age of their systems, sometimes leading to mission-impacting failures and requiring costly maintenance. Additionally, the noise and emissions from the current diesel engines detract from the solemnity of this memorial, impacting a key aspect of the mission objective. There is also a desire, if feasible, to move to a more environmentally friendly alternative with these vessels.

In pursuit of a long-term solution, PMS 300 has conducted market research, including the issuance of a Request for Information (RFI) to gather initial industry feedback on potential replacement or refurbishment strategies. This research has identified several viable courses of action, including new construction vessels with modern diesel, hybrid-electric, or all-electric propulsion systems, as well as various refurbishment and conversion options for the existing fleet.

This Industry Day serves as the next step in this research process. The event will provide a platform for industry partners to gain a firsthand understanding of the operational environment at the memorial site. It is also an opportunity for the Government to solicit direct feedback on the feasibility and costs associated with viable courses of action, refine cost and schedule estimates, and ensure that any future solicitation is structured to achieve the best possible value for the U.S. Navy and the American taxpayer.
