The solicitation is intended only for sources duly authorized to operate and do business in South Korea under DFARS 252.225-7042. The Set Aside line reads No Set-Aside Used. The SAM.gov due-date field shows November 11, 2026, while Amendment 0001 and the RFP summary state November 12.
Performance is in South Korea. The Work Specification places the work at the Chinhae installation, which is subject to U.S. Army installation security and access controls. The RFP summary and SAM.gov list Busan, South Korea (PIER 8). Performance runs November 23 through December 13, 2026. Possession or timely procurement of base access credentials is a mandatory performance requirement, and offerors must demonstrate an executable operational plan for personnel access upon award. Timely performance is critical, and missed delivery milestones may subject the contractor to default remedies under FAR 52.249-8.
Scope is defined by Attachment J-1, Work Specification MSCOK 27-002, and priced on Attachment J-2. Amendment 0001 deletes three work items: 0110_A Remove Load Test Padeyes in the Engineering Spaces, 0191_A Port Shore Power BHD Insert, and 0509_A CFW Piping Repair. Offerors must acknowledge the amendment before the proposal due date. Work specifications are not posted to SAM.gov. Offerors must request them from the listed points of contact via DoD Safe, including their UEI number, and must be registered in SAM.gov to be eligible for award. The contract is rated under DPAS and requires CMMC Level 1 (Self) compliance. Offerors must provide past performance on up to three recently completed contracts for like or similar services. The package also includes a Contractor Data Sheet and IRS Form W-14 for foreign contracting parties.
Award goes to the lowest evaluated price among offerors that are technically acceptable and have acceptable past performance. Pricing uses fixed fully burdened ship repair labor rates and material handling rates for growth and new work. Invoicing runs through Wide Area WorkFlow, with payment by the Navy ERP Accounts Payable office in Mechanicsburg, Pennsylvania. The source states no award value or ceiling and names no incumbent. Contracting officer Willie J Harris, Jr., is at NAVSUP FLT LOG CTR Yokosuka, PSC 473 BOX 11, FPO AP 96349-1500, hyon.t.yang2.ln@us.navy.mil, 315-763-8719.
