About this opportunity

The Department of the Navy Naval Supply Systems Command is soliciting proposals for a Regular Overhaul and Dry-dock (ROH/DD) availability of the USNS SALVOR (T-ARS 52), a naval auxiliary repair ship. The work includes comprehensive ship maintenance and repair services encompassing hull and structural repairs, propulsion machinery overhaul, electrical systems, communications, auxiliary machinery, habitability improvements, HVAC systems, and various preservation and inspection tasks. Key contract requirements specify that the contractor must be a shipyard with dry-dock capabilities capable of performing the work in compliance with Military Sealift Command (MSC) specifications and American Bureau of Shipping (ABS) standards. Evaluation will be based on the lowest evaluated price for an acceptable technical proposal, with past performance also considered as a factor. Critical evaluation criteria include the contractor's understanding of work items, time-phased sequencing capabilities, identification of problem areas, engineering and technical capabilities, material availability, facility adequacy, certifications, and management control processes. The deadline for submitting clarification questions was November 2, 2025, and the final proposal submission deadline has been extended to November 21, 2025, at 10:00 AM Singapore time, with proposals required to be electronically submitted to the Navy contracting officer.

This solicitation carries no set-aside designation and involves no identified incumbent contractors. The contract includes firm fixed price line items totaling approximately 24,293 labor hours and $1,656,096 in material costs, with the potential for additional time-and-materials growth work. The period of performance is scheduled from April 20, 2026, to June 18, 2026, with optional continuation periods available. Government-furnished materials will include 184 line items covering replacement parts, paints, lubricants, seals, valves, gaskets, and other critical components necessary for the overhaul. The place of performance must be located within the 7th Fleet Area of Responsibility and explicitly cannot be performed in India; the work must be accomplished at a shipyard facility with dry-dock capabilities. Seven amendments have been issued to date, incorporating new work items, clarifying technical specifications, and addressing numerous contractor inquiries regarding engineering requirements, material specifications, and operational procedures.
