About this file
This document is an Amendment V Questions and Answers (Q&A) for a Navy solicitation (N6264925RLA06) related to the USNS Salvor Repair and Overhaul (ROH). The document addresses two primary questions: 1) a request for Safety Working Load (SWL) information for mooring fittings, to which the response indicates 1" Amsteel blue rope with a Maximum Breaking Strength of 109,000 lb, and 2) a request to extend the proposal deadline due to delays in receiving Original Equipment Manufacturer (OEM) proposals. The Navy has extended the proposal deadline to November 21, 2025, at 10 AM Singapore time.
Key administrative details include that the place of performance cannot be in India, and all proposals must be electronically submitted to Michelle.A.Kouis.CIV@US.Navy.mil. The document notes unresponsive OEMs for work items 0546, 0580, 0587, 0802, 0881, and 0906, with specific challenges in sourcing suppliers for work item 0607. The Navy recommends proceeding with the solicitation, suggesting vendors call to obtain estimated quotes and noting that this timeframe is standard based on historical information.

QUESTION:
By the way, we have found that there is no information about the SWL of Mooring fitting installed in USNS Salvor.
I've thoroughly checked the General Arrangement(8387672) and Mooring arrangement(Drawing No. : 5763341), but I can't see any of number indicating SWL(safety working load) of SALVOR's mooring fitting.
In this regards, please inform us as below.
- SWL(Safety Working Load) of SALVOR's mooring fitting(FWD & AFT) Or In case, the above is not available, please share to us SALVOR's mooring rope Specification in detail(Type and MBL(Max. Breaking Load))
Since this is essential for us to carry out the mooring analysis, your prompt reply would be highly appreciated.
ANSWER:
Characteristic of vessel can be found under trim and stability booklet for mooring analysis & Mooring Chart.
1” Amsteel blue with MBS of 109,000 lb.
Included is 8387903 pdf file.
QUESTION:
Can the proposal deadline be extended due to needing more time to receive responses from OEMs?
A. “Please be informed that until now, most of the OEMs need more time to prepare their price proposals and we have those unresponsive ones like WIs 0546, 0580, 0587, 0802, 0881 and 0906.
Also, we are still having difficulties in getting the suppliers for the materials especially for WI 0607.”
B. We still have not received OEM proposal.
ANSWER:
Yes, proposal deadline is now extended to 21 Nov. 10AM Singapore time. Also see below responses to above comments.
A. Except for work item 906 which requires the OEM from Norway why it would be difficult to source an experienced local vendor? Carrier
N6264925RLA06 SALVOR ROH - Amendment V Q&A November 11, 2025 air-condition has OEM support world wide, and there are many vendors experienced in overhauling high pressure regulating valves. Recommend to proceed forward.
